There are currently three strategically different zones in Central and Eastern Europe. The first comprises Central European NATO member countries, the second is made up of Ukraine, Moldova, and Georgia (between NATO and Russia), and third is Russia itself. The crucial changes after the Russian invasion of Ukraine are the termination of connections between the first and third groups, as well as between the second and third groups, and deepening connections between the first and second groups. As Central Europe belongs to the same security complex as Ukraine, and because Central European security cannot be divided from Ukrainian security, it is desirable to link Ukraine and Central Europe to the same strategic structures. We need to provide an additional perspective and bring the Eastern European partners strategically closer to Central European and European security. We need a regional version of Partnership for Peace, a Partnership for Stability (PfS). This paper analyses the determining factors, challenges and opportunities of this concept.

The topic of the paper concerns partnerships of local communities of Poland and Germany in terms of the EU referring to specific examples. Briefly, a number of determinants that contributes to the intensification of bilateral cooperation has been identified. Moreover, the role of local partnerships in the EU terms was explained. Research questions that have been posed are: firstly, how the concept of the local community should be understood taking into consideration the context of relations between Poland and Germany and their EU membership? Secondly, what are the levels of international cooperation of the local partners? Thirdly, what are the key determinants affecting the intensifi cation of cooperation between Polish and German communities at the local level? In order to answer these questions case studies of selected partnerships concluded by the Polish and German local communities were provided.

By providing a forum for collaboration between diverse stakeholders, a main aim of the governance and rural development model is to ignite a representative and transverse inter-sectoral debate in relation to local development issues. This article identifies some of the determinants that arise in the transferability of the governance and rural development model from its conventional operational context of free-market liberal democracy to the post-socialist rural setting of the Ukmerge district in Lithuania, where a Rural Partnership Programme (RPP) was implemented (2003-2005). The analysis focuses specifically on how elements of the post-socialist context and other more case-specific aspects of the RPP's operation impacted on the inter-sectoral dynamics of the RPP partnership board's operation. The attitudes of the sectoral representatives towards the RPP as a model for representative and integrated rural development are explored.

Ukraine crisis affected Western economic relationship to Russia seriously by bilateral and multilateral sanctions. Trade volumes of goods between Germany and Russia decline since 2013, leading to shrinking economic integration of Russia as well in bilateral as in global trade. Trade restrictions induced an intensified quantitative disappearing of Russia in the German global trade, reducing this partnership to a minor role at the aggregated level. Nevertheless Russia remains an important partner in sectoral perspectives, especially in natural gas and oil, where Russia holds increasing dominant market positions in the German domestic market. According this both conflict parties reveal strong economic incentives for normalization processes in economic exchange. Long term perspectives depend on the capability of Russia to modernize its economic sector with respect to innovation what provides for Western economies new opportunities to engage in a sustainable partnership.

At a time of growing globalization, we can observe the increasing role of cooperative strategies among companies, including alliances, joint ventures, and networks. Trust is one of the most important factors of success for any business activity. It relates especially to alliance networks because it can lower transaction costs, increase productivity and innovativeness, facilitate inter-organizational relationships and resolve conflicts. Therefore the article comprehensively discusses the problems of trust in alliance networks. The conclusion of the text is that trust building in alliance networks has an influence on the effectiveness of the whole network. The text is based on the latest world literature as well as the personal experience of the author in creating effective cooperative network agreements.

School social work in our conditions is a little-explored sphere of social work both in theory and in research. on the other hand, the current problems in the school environment represent the reasons for designing effective solutions by social workers, what is possible only in cooperation with other professionals and in the environment where they take place, where they arise. Due to the fact that school social work intervenes at the intersection of the school system and the family system, it is necessary to know the current challenges of these interrelated spheres, which could then help to clarify visions about the specifics of school social work. The paper therefore seeks answers to the question of what are the current challenges and trends arising from the requirement for a new quality of interaction between school and family to which it would be desirable to respond through school social work.

Tworzenie marki regionu stało się już powszechnym działaniem w ramach marketingu terytorialnego. Mimo deklaracji tworzenia strategii takiej marki, działania regionów koncentrują się głównie na wykreowaniu logotypu. Takie podejście nie wpływa na zmniejszenie rozproszenia działań podmiotów funkcjonujących w regionie czy tworzenie jednolitego systemu komunikacji lub rozwijanie relacji między podmiotami w regionie. Celem artykułu jest prezentacja doświadczeń zarządzających marką Uckermark oraz przedstawienie podejmowanych działań na rzecz tworzenia relacji z partnerami tej marki.

Creating a regional brand has become very common in territorial marketing. Despite the need to create a regional brand strategy, regional activities are primarily focused on creating a logo. This approach does not reduce the fragmentation of entities operating in the region, nor does it have an affect on the creation of a uniform system of communication or the development of relations between those entities. The aim of this article is to present the experiences that manage the Uckermark brand and the steps taken to create relationships with the brand’s partners.

Realizacja projektów badawczych niejednokrotnie wymaga zaangażowania zasobów nieosiągalnych dla jednego wykonawcy. Wtedy konieczne staje się poszukiwanie innych jednostek, dzięki którym możliwa stanie się realizacja przedsięwzięcia. Poprzez partnerstwo uczelnie publiczne mogą nie tylko realizować złożone i kosztowne przedsięwzięcia, ale także budować pozytywne relacje pomiędzy różnymi ośrodkami naukowymi w kraju i za granicą. Ponadto zawiązanie partnerstwa może zwiększyć szanse uczelni w ubieganiu się o status Krajowego Naukowego Ośrodka Wiodącego.W opracowaniu przedstawiono uwarunkowania prawne i organizacyjne partnerstwa uczelni publicznych w kontekście realizacji projektów badawczo-rozwojowych.

Research projects often require the involvement of resources unattainable for one performer. That is why searching for other units, which enable to implement the project becomes necessary. Through a partnership, public institutions can not only implement complex and expensive initiatives but also built positive relationships between different research centers in the country and abroad. In addition, the formation of a partnership may increase the chances of the university to apply for the status of the National Centre for Scientific Lead. The paper presents the legal and organizational partnerships of public universities in the context of R & D projects.

In this article we were concentrated on questions of reproductive aspirations in present partnerships in connection to preference of moral values in partnerships and sexual relationships. We present ion article part of Slovak and Czech study about desire to have a children with present partner, and moral values.

We present partial research results, which regard to reproductive aspiration in present partnership in relation to selected variables (partnership length, wedding wish, etc.) between men and women of middle and older adult age from Slovak and Czech Republic. In this article web bring partial results, which are related to connections of preference of chosen moral values in partnerships and sexual relationship and reproductive aspirations in actual partnership between men and women of younger, medium and older adult age from Slovak Republic and Czech Republic. These results are only a small part of wider research which was concentrated on chosen aspects of sexual life styles men and women, in which we were trying to find out social and value factors which affects reproductive aspirations of people living in partnerships.

Gospodarka P2P stanowi jeden z najszybciej rozwijających się trendów współczesnej gospodarki. Obejmuje transakcje dokonywane między osobami (tzw. P2P, tj. people-to-people), z wyłączeniem pośredników: sklepów i innych podmiotów pośredniczących w wymianie oraz producentów, czyli fabryk i korporacji. Prezentowany system gospodarczy może stanowić formę zagrożenia bezpieczeństwa ekonomicznego w XXI w., szczególnie w odniesieniu do podmiotów wytwórczych i dystrybuujących. Konieczna staje się zatem zmiana modelu biznesowego przedsiębiorstw, nowe podejście do biznesu wsparte zasadami wikinomii, prosumpcji, współpracy, współtworzenia i włączania konsumentów w proces tworzenia produktów i usług.

Nowadays, P2P economy is one of the fastest growing trends in contemporary economy. It covers transactions between people (so-called P2P, which stands for people-to-people), excluding intermediaries like shops and producers like factories, distributors and corporations. Presented economic system can threaten the economic safety in the XXI century, especially in relation to manufacturing entities. Therefore, it is necessary to change the business model of enterprises, a new approach to business based on wikonomy, prosumption, cooperation, co-creation and including consumers in the process of making products and services.

This research study describes the change in education led by the Municipality of Haifa from the year 2004 until today by the Department for Educational Empowerment in the city. This department specializes in the care of children and youths at-risk. Through a unique multi-systemic model, it succeeded simultaneously in reducing the dropping out of students from the public educational frameworks in the city from 30% to 1.5% and in increasing the percentages of entitlement to the high school matriculation certificate from 63% to 75.36%. The change derived from one value-oriented decision based on theories of social justice and equality of opportunities for the entire population in the city. The research is a narrative study based on the stories of the women who lead the activity in the Department for Educational Empowerment and presents the municipality’s central place in the leadership of quality education for the children and youths found under its responsibility.

Badanie opisuje zmianę w edukacji realizowanej przez Urząd Miejski w Hajfie od roku 2004 do dnia dzisiejszego, wprowadzoną przez Wydział ds. Plenipotencji Edukacyjnych (ang. Department for Educational Empowerment) w tym mieście. Wydział ten specjalizuje się w opiece nad zagrożonymi dziećmi i młodzieżą. Poprzez unikalny model wielosystemowy udało się równocześnie ograniczyć przedwczesne kończenie nauki przez uczniów w szkołach publicznych w mieście z 30% do 1,5% i zwiększyć odsetek uprawnionych do immatrykulacji w szkołach wyższych z 63% do 75,36%. Zmiana ta wynika z opartej na wiedzy decyzji, która bazuje na teoriach sprawiedliwości społecznej i równości szans dla całej ludności miasta. Badanie ma charakter narracyjny i jest oparte na relacjach kobiet, które pracowały w Wydziale ds. Plenipotencji Edukacyjnych, oraz przedstawia centralne miejsce urzędu miejskiego w przywództwie w realizacji wysokiej jakości edukacji dzieci i młodzieży, za których kształcenie urząd odpowiada.

Text popisuje existenci člověka v řádu světa, ukotveného v rodině a domově na pozadí současné podstaty bytí v postmoderní společnosti. Partnerství a vztahovost, jako zakládající možnost bezpečného prostoru s možností důvěry, bezpečí a přijetí, otevírá možnost řádného vývoje člověka. Emoční pole rodiny jako kooperující energie s možností naplnění partnerství a rodičovství s přesahem transgeneračním, cílí k pravé lidské podstatné existenci. Selhání, projevující se dysaretací, komplikuje socializační proces a vede k nároku resocializační výchovy.

The article describes the existence of man in the order of the world, anchored in a family and home against the background of the current importance of a human being in the post-modern society. Partnership and relationship bonds, as the founding possibility of secure space with the chance for trust as well as of safety and acceptance, open the ability to a proper development of a man. The emotional field of a family as cooperating energy with the hope to fulfil partnership and parentship with transgenerational overlap aims to the genuinely essential human existence. Failure manifested by dysaretation complicates the process of socialisation and leads to the claim of education of resocialisation.
