Local self-governments that have a special role in shaping local development often cope with scarcity of financial resources for implementation of own tasks associated with local development. These funds are gained from various sources. Funds gained from private sector within cooperation with this sector are one of them. The law on PPP amended in 2009 offers such possibilities. According to the law profits obtained by both sectors are mutual and what is more, they translate to broadly understood local development.

The primary factor in determining the effective use of public-private partnerships in economic practice is the regulatory system. The article discusses the key pieces of legislation defining the conditions for use of PPP and analyzed the specific problems of their interpretation and application by local governments. Despite these difficulties can be noticed the development of PPP in different areas of the economy, which was, so far the traditional sphere of public activity. Local authorities make the investment in collaboration with the private partner, but in the area of regional transport infrastructure there are only few investments. At the same time, with the current debt and load of the public sector, there is a strong need for financial support from the private investor. Therefore, even after several years of various forms of PPP, we should seek to develop appropriate and effective mechanisms for the preparation and implementation of PPP projects, which will be economically and financially viable.

Public-Private Partnership is one of possibilities for supporting investment process. Public partner has limited funds and cooperation with private partner give possibilities for realization of social needs and planning investment process. Limited possibilities obtaining support from the government and lack of capital, forcing municipalities to seek alternative methods of financing municipal investments. The opportunity to acquire the ownership of community housing units, in the absence of co-necessity to incur high investment, giving local-government public-private partnership. The experience of different countries show that public tasks can be successfully carried out in partnership with the private sector and can provide a specific pattern of implementation of private capital in the conduct and financing of investments and the provision of public services. The main aim of this article is to analyze public-private partnership as a form of financing public investment in municipal real estate construction example.

In recent years, noticeable is the growing interest in the subject of third sector organizations. Freedom of action and involvement of citizens in social life is the foundation of democracy. The activity of citizens of democratic states can be seen in the actions of third sector organizations for the public good. A manifestation of this participation in the creation of a public good is the multiplicity and diversity of existing NGOs in the country. The paper aims to identify the relations between actors from different sectors, in particular, between NGOs and public administration, and also to present findings in the field of NGOs cooperation with the first sector (public administration) and the second sector (business).

The aim of this paper is to answer the questions: What are the reasons of difficulties in public-private partnership? And also: How to avoid this difficulties? The author presents a thesis, that further development of this partnership require more transparency and trust between both sectors and also exact procedures and regulations. So raised problem implicates need for more bureaucracy and regulations.

In view of increasing health care costs, which is a result of the growing demands of the public to have access to the latest medical technologies, which are very expensive, and by the systematic aging of the population, it is necessary to initiate health care reforms in terms of its financing. One of the proposed methods of reforms is public - private partnership or partial transfer of responsibility for the health from the public institutions to the private ones while maintaining adequate control of the state. Public-private partnership is a partnership between the public sector and the private sector consisting of tasks that have been traditionally delivered by the public sector. This cooperation increases the efficiency of public services through the use of private sector experience and builds up savings when compared to the performance of the same tasks only by a public body.

The article analyzes public-private partnership as a modern form of coordination of collective action public governance and assess the status and prospects of its development in Poland. PPP is an effective way to finance public services and the answer to the challenges of states - meet the growing social expectations regarding the volume and standard of public service with a strong limitation to public funds. Quantity, value and structure of PPP's in Poland reflects early stage of development of PPP market and numerous barriers, of which the largest is a high degree of ignorance of its principles and the lack of a conscious policy to use it

Regeneration is a complex process consisting of a series of integrated activities, among which, apart from investment in buildings and infrastructure, you can also indicate actions undertaken on economic and social areas. This process is aimed at permanent removal of economic, social and environmental problems in the presence of which the market mechanism fails. The main goal of this article is to present the role of private actors in the process of regeneration, identify the factors affecting their perception of the process and their involvement in it, as well as point out the solutions attracting private investment. Achieving the benefits of such a complex process, as regeneration, requires a commitment on the part of participants and strategic management of the local authorities, as a coordinator of the process. A key task facing local authorities is to attract private partners which deliver not only financial resources but also knowledge and other resources to regeneration process.

Niniejsze opracowanie przedstawia korzyści wynikające z partnerstwa publiczno-prywatnego i project finance w kontekście zainicjowanej przez Unię Europejską strategii "Europa 2020", mającej na celu pobudzenie wzrostu gospodarczego w krajach członkowskich. Pierwsza część artykułu została poświęcona istocie partnerstwa publiczno- prywatnego oraz metodzie finansowania project finance. Ponadto przedstawiono strukturę uczestników tego projektu. W dalszej części pracy scharakteryzowano rodzaje ryzyka występujące w inwestycjach, uwzględniając kryterium klasyfikacji. W kolejnej części artykułu omówiono unijną strategię "Europa 2020" oraz przedstawiono schemat finansowania inwestycji w ramach powyższego programu. Ostatni rozdział zawiera opis realizowanej inwestycji omawianej strategii "Europa 2020" na zasadach project finance.

This study shows the benefits of public-private partnerships and project finance in the context of strategy initiated by the European Union "Europe 2020", aimed at stimulating economic growth in member countries. The first part of the articles has been devoted essentially to public-private partnerships and project finance. In addition, the structure of project finance was presented. In the next chapter was characterized risk presented in investment. Next part of the article discusses the EU strategy "Europe 2020" and a diagram of financing investment under this scheme. The last chapter contains a description of the investment as part of the strategy "Europe 2020" on the principles of project finance.

The elaboration treats about the issue of PPP in Poland. Since 2099 Poland has been experiencing the growing number of PPP undertakings. The aim of study is to present the issues concerning the conditions for the development of PPP in Poland. This problem is presented in the context of the ongoing global financial crisis. It seems that in Polish conditions, a reflection of the current recession is the low success rate of PPP initiatives.

The article presents issue related to the organisational, legal framework and ownership changes in the Polish municipal economy on the background of countries of Western Europe. The author has attempted to answer the question, which model of the organisation of municipal services choose Polish local governments and in what phase of the privatisation-regulation cycle is Polish municipal economy. The article consist of four parts. The first two chapters presents models of the organisation of municipal services and privatisation-regulation cycle in municipal economy, in West Europe. The next chapters consist of the analysis of the the organisational, legal framework and ownership changes in the Polish municipal economy.
