Prezentowany artykuł dotyczy problemów bezrobocia i bierności zawodowej ludzi młodych, którzy nie kontynuują nauki, nie uczestniczą w stażach, kursach i szkoleniach podnoszących kwalifikacje w ramach systemu edukacji i szkoleń, stanowiących tzw. pokolenie NEET (Neither in Employment nor in Education and Training). Celem artykułu jest ustalenie tendencji zmian zjawiska w wybranym przedziale czasowym obejmującym lata 2004-2015. Celem pośrednim jest prezentacja tzw. składowych stopy NEET i ocena ich zróżnicowania w krajach UE w odniesieniu do Polski. Odniesieniem analiz są wytyczne Strategii Europa 2020 w zakresie zatrudnienia ludzi młodych, natomiast bazą prowadzonych analiz są dane EUROSTAT i krajowych urzędów statystycznych danych państw UE.

The purpose of this paper is to investigate the trends of changes in the NEETs population who are unemployed or inactive and who have dropped out their studies, apprenticeship or vocational training organized towards qualifications in formal or non-formal education and training. The time scope of analysis embraces years 2004- 2015. The simple forecast of so-called early leavers in the EU countries was calculated. The first part of the article focuses on the several major causes of youth unemployment and their inactivity. In the second part statistical data was analyzed on the simple decomposition of the NEETs population and their disparities in the European Union countries. It is considered very important that the proportion of youth population, that pursues and completes an education, apprenticeships, vocational trainings, etc. increases (a trend seen in most EU countries).
