Polsko-rosyjskie pogranicze – od regionu izolowanego do transgranicznego

This paper assumes that two neighboring regions, that is regions sharing a common land border, namely Warmia and Mazury, and Kaliningrad FR, form the Polish- Russian borderland. It shows the evolution of the Polish-Russian border, from closed (until 1955), through selectively open (1956–1989), to the border as a platform for cooperation (since 1990). This has determined the evolution of borderland research, from research into a closed, isolated border – to a border where multi-dimensional and bottom-up, cross-border contacts are implemented. The introduction of small border traffic rules in 2012 and the following dynamic increase in border traffic, has largely contributed to creating a Polish-Russian cross-border region.

W artykule przyjęto założenie, że dwa regiony sąsiadujące, czyli posiadające wspólną, lądową granicę: województwo warmińsko-mazurskie i Obwód Kaliningradzki FR tworzą polsko-rosyjskie pogranicze. Widoczna jest ewolucja polsko- rosyjskiej granicy: od zamkniętej (do 1955 r.), poprzez selektywnie otwartą (lata 1956-1989), do granicy jako płaszczyzny współpracy (od 1990 r.). Wpływa to na ewolucję badanego pogranicza: od zamkniętego, izolowanego - do pogranicza, gdzie realizowane są wielowymiarowe, oddolne kontakty transgraniczne. Natomiast wprowadzenie w 2012 r. zasad małego ruchu granicznego i związany z tym dynamiczny wzrost ruchu granicznego służą kształtowaniu polsko-rosyjskiego regionu transgranicznego.

Niniejszy artykuł jest próbą ukazania bezpiecznej przestrzeni życia człowieka na pograniczu polsko-rosyjskim. Autor opracowania poprzez badania chce zwrócić uwagę na uwarunkowania, jakie rządzą życiem mieszkańców pogranicza polsko-rosyjskiego. Wśród wielu podziałów barier dokonywanych z punktu widzenia ich funkcji na szczególną uwagę zasługują te, które uwzględniają aspekt rozwoju społeczno-gospodarczego. Wyróżnić można tu bariery typu naturalnego oraz zespół barier charakteryzujących strukturę danego terytorium (przygranicze polsko-rosyjskie), czyli demograficzne, kulturowe, ekonomiczne, organizacyjne i strukturalne. W zakresie lokalnego bezpieczeństwa społecznego (bezpieczeństwa przygranicza) dominującą rolę odgrywa administracja publiczna (rządowa i samorządowa). Wynika to z zadań państwa i funkcji publicznych podmiotów, które nie konkurują ze sobą gospodarczo i nie są nastawione na zysk. Istotne znaczenie dla rozwoju lokalnego bezpieczeństwa społecznego w Polsce miały zmiany w systemie administracji publicznej, w tym szczególnie utworzenie samorządu terytorialnego. Model systemu obejmuje sferę wewnętrzną funkcjonowania państwa. Pozwala ustalić, jak funkcjonuje system bezpieczeństwa i poszczególne jego elementy (co i kto o czym decyduje) oraz pozwala na: określenie systemu kierowania bezpieczeństwem społecznym, koordynację elementów wykonawczych systemu bezpieczeństwa, charakteru oddziaływań otoczenia na system, wskazanie regulacji prawnych określających organizację i funkcjonowanie systemu, oddziaływanie systemu na zagrożenia.

The article is an attempt to portray safe space of human life in the Polish-Russian borderland. The author of the study by the research wants to get attention to conditioning which rules life of ihabitants of the Polish-Russian borderland. Among many splits of barriers made from the point of view of their functions, the ones that count the aspect of social-economic development are worthy of particular noticing. It is possible to distinguish barriers of natural type and group of barriers typifying the structure of given territory (Polish-Russian borderland) that is demographic, cultural, economic, organizational and structural. In the local social safety (borderland safety) civil service (government and self-government) acts dominant role. It results from tasks of government and functions of public entities which do not compete with themselves economically and aren’t oriented on profit. Crucial meaning for development of local social safety in Poland were changes in system of public administration, especially creation of municipal government. The model of system includes internal sphere of state functioning. It allows determining how the system of security and its individual elements function. It also enables to project system of social safety management, coordinate executive elements of safety system, characterize environment influence on the system, point legal regulation that determine system organization and functioning; system influence on threats.

Pogranicze polsko-rosyjskie i litewsko-rosyjskie jest obszarem o znaczącej historii i doświadczeniach w zakresie rozwoju relacji transgranicznych. Do lutego 2022 roku sąsiedztwo z obwodem królewieckim Federacji Rosyjskiej stanowiło szansę rozwoju omawianych obszarów przygranicznych. Po rozpoczęciu rosyjskiej agresji wobec Ukrainy sąsiedztwo z obwodem królewieckim jest rozpatrywane bardziej w kategoriach zagrożeń bezpieczeństwa. Celem niniejszego artykułu jest wyjaśnienie uwarunkowań polsko rosyjskich i litewsko-rosyjskich relacji transgranicznych. Uwaga autora została skoncentrowana w szczególności na tych czynnikach relacji transgranicznych, które wynikały z polityki i interesów władz samorządowych z jednej strony, z drugiej zaś strony z relacji polsko-rosyjskich i litewsko-rosyjskich realizowanych przez władze centralne.

The Polish-Russian and Lithuanian-Russian borderland is an area with a significant history and experience in the development of cross-border relations. Until February 2022, the neighborhood with the Konigsberg region of the Russian Federation represented an opportunity for the development of the border areas in question. After the beginning of Russian aggression against Ukraine, the neighborhood with the Konigsberg region is considered more in terms of security threats. The purpose of this article is to clarify the conditions of Polish-Russian and Lithuanian-Russian crossborder relations. The author's attention was focused in particular on those factors of cross-border relations that resulted from the policies and interests of local authorities on the one hand, and on the other hand from Polish-Russian and Lithuanian-Russian relations implemented by the central authorities.

Artykuł przedstawia administrację publiczną w kontekście bezpieczeństwa migrującej społeczności lokalnej pogranicza polsko-rosyjskiego. Autorzy pokazują administrację publiczną w badaniach socjologicznych, jak też bezpieczeństwo społeczności lokalnej, które związane jest z migracją. Kluczowym dla prezentowanego artykułu jest zarys projektu badawczego, w którym wiodącą rolę odgrywają przedstawiciele administracji publicznej kształtujący poczucie bezpieczeństwa mieszkańców badanego regionu. Celem projektu jest poznanie szeroko pojętych uwarunkowań związanych z wpływem administracji na bezpieczeństwo mieszkańców województwa warmińsko-mazurskiego oraz obwodu kaliningradzkiego. W niniejszym artykule zostały przedstawione wyniki badań pilotażowych.

The article presents public administration in the context of security of the migrating local community of the Polish-Russian borderland. The authors present public administration in sociological research, as well as social security of the local community, which is associated with migration. The most important issue in this article is the outline of the research project, in which representatives of public administration play a leading role in creation of the sense of security of the inhabitants of the studied region. The aim of the project is to determine the conditions related to the administration’s influence on the safety of the inhabitants of the Warmia-Mazury Province and the Kaliningrad Region. The outcomes of the preliminary research are presented in this article.
