The objective of the paper is to investigate selected elements of the privtisation processes in Central and Eastern Europe. This vital part of economic policy played – in the transformation phase – a key role in shaping the new socio-economic order as well as it brought about a number of important implications (valid up to the present) in many spheres of life. Shifting from the centrally planned state economy to the free-market one based on the private property took place in CEE in the „heat” of neoliberal ideology. In this critical moment one could observe a redefinition of the relations between the market and the state, shifting the gravity point towards the more liberal solutions and the domination of market efficiency logic over the logic of the so called „public good”. Controversies over the methods, mechanisms and consequences (direct and indirect) of privatisation, especially the social ones, require advanced academic reflection.

Establishment of the Russian state at the turn of 1991-1992 was associated with large political changes. Those changes can be described as revolutionary. Within the economic sphere, they meant the transformation of the centrally planned economy with a common property of the state to a market economy. It was assumed to follow the pro¬cess of degovernmentalization of economy as quickly as possible, primarily by means of privatization of state enterprises. This article will attempt to present the process of privatization of state property in Russia in the period 1992-2011. Analysis of this process will be based on a study of changes in the ownership structure of the economy, the structure of employment and the impact of privatization revenues to the state budget.

Present results of research on the assessment of economic eff ectiveness of enterprises privatised through 'employee leasing' in the Lubelskie Voivodoship is the main objective of this article. Th e essence of economic eff ectiveness and way of measuring economic effectiveness (eff ectiveness measure) are presented in the article. Also in the article shows the most important research, with particular regard to the level of economic eff ectiveness of enterprises privatised through 'employee leasing' in the Lubelskie Voivodoship.(original abstract)

The article presents the issues of respecting the principle of openness and transparency of public finances in light of the proceeds from privatization. Presented a number of arguments for the fact that this principle is not respected at all. Proposed change in the method of distribution of proceeds from privatization, which rely on is the fact that these impacts will be a source of income of the state budget rather than its revenues.
