W opracowaniu skoncentrowano się na kreatywnych partnerstwach traktując je jako zaa-wansowane rozwiązanie instytucjonalne mogące aktywnie uczestniczyć w procesie dynamizo-wania rozwoju obszarów peryferyjnych. W Polsce za regiony peryferyjne uznaje się obszar pięciu województw Polski Wschodniej zaliczanych do najbiedniejszych w Unii Europejskiej. Istniejący w nich zasób kapitału ludzkiego można traktować jako potencjalne źródło inicjatyw partnerskich między podmiotami reprezentującymi różne sektory i branże. Kwestia możliwości ograniczania problemów i zarazem kreowania rozwoju regionu uznawanego za peryferyjny z wykorzystaniem partnerskiego współdziałania jest przedmiotem niniejszego opracowania. W celu zobrazowania podjętego problemu wykorzystano studium przypadku Podkarpackiego Klastra Energii Odnawialnej (PKEO).

The paper is focused on creative partnerships treating them as an advanced institutional solution that can actively take part in a process of dynamizing development of peripheral areas. In Poland as a peripheral regions are perceived the area of five voivodeships of Eastern Poland that are the poorest ones in European Union. The human capital resources existing in the regions can be treated as a potential source for partnership initiatives between subjects representing different sectors and branches. The possibilities to limit problems and simultaneously create development of a region considered as peripheral with the usage of partnership cooperation constitute subject of the study. To describe the discussed problem there was used a case study of Podkarpacki Renewable Energy Cluster.
