Programowanie rozwoju w gminie wiejskiej z wykorzystaniem rozmytego analitycznego procesu hierarchicznego

In this paper, we apply the fuzzy hierarchic process to evaluate the goals and strategic activities of the rural commune of Babiak. The procedure consists in building a hierarchic decision schema with a main goal, subordinate goals, and strategic activities, and using experts' (councillors') opinions on the state and the developmental possibilities of their commune. Our study indicates that the development of a commune depends mainly on communal roads and sewage system construction, the development of agro-tourism and tourism, and securing EU structural funds and non-budgetary funds for the commune's development.

W pracy zastosowano rozmyty proces hierarchiczny do oceny ważności celów i zadań strategicznych w gminie wiejskiej Babiak. Procedura polega na budowie hierarchicznego schematu decyzyjnego składającego się z celu głównego, celów podrzędnych i zadań strategicznych oraz wykorzystaniu opinii ekspertów (radnych) na temat stanu i możliwości rozwojowych gminy. W wyniku przeprowadzonych badań ustalono, że najważniejsze dla rozwoju gminy są zadania związane z rozbudową dróg gminnych, budową sieci kanalizacyjnej, także z rozwojem agroturystyki i turystyki oraz pozyskiwaniem funduszy strukturalnych Unii Europejskiej i środków pozabudżetowych na rozwój gminy.
