Dostępność placówek jest jednym z elementów składających się na ocenę funkcjonowania sieci handlowo-usługowej miasta. Ocena liczby placówek istniejących w miastach różnej wielkości dokonana została w przekroju oferty asortymentowej. Niezależnie od wielkości miast występuje nierównowaga pomiędzy dostępnością placówek handlowych i usługowych. W sieci handlowo-usługowej zbyt mało jest placówek kulturalnych, a za dużo salonów fryzjerskich oraz placówek bankowych. Do placówek, których liczba jest wystarczająca dla mieszkańców, należą: sklepy dyskontowe, targowiska i bazary oraz sklepy osiedlowe.
