Business Friendly Certification South-East Europe (BFC SEE) is a unique program for improving the quality of services in municipalities in the region of South-East Europe, which is available to companies and potential investors. BFC SEE provides the top management of municipalities with a clear roadmap on how to create a favorable business environment and introduce internationally recognized standards of efficient and transparent local administration. For investors looking to invest or expand their business in Southeast Europe, BFC SEE serves as a standardized tool for assessing local business conditions, indicating which municipality in the region provides the best investment climate. The problem that will be addressed in the paper is focused on analyzing the effects of the introduction of standards and determining the justification of their application in local self-government units in order to improve the organization of business and quality of service provision. The goal of the research is to examine how quality management using the BFC SEE standard affects the creation of a favorable business environment and the increase in the number of business entities in local self-government units. In the framework of this research, important aspects related to the attitudes of the top management of local self-government units are questioned regarding their perception of the importance of standards and improvement of business processes that determine the attractiveness of the business environment. The research sample will include at least 50% of the local self-government units that have implemented the specified standard in the Federation of Bosnia and Herzegovina.

The article contributes to problems of quality management, specifically to criteria of school quality. It informs about criteria given by the Czech School Inspection as a traditional model in education and about criteria given by quality management systems ISO 9001 and CAF, which are being used in Czech education and also in international context. The aim is to clarify basic components within the frame of three presented criterion models and to pay attention to their connections and differences.
W artykule zaprezentowano przegląd systemów zarządzania jakością i ryzykiem możliwych do zastosowania w publicznych jednostkach ochrony zdrowia. Obligatoryjność stosowania standardów kontroli zarządczej oraz chęć podnoszenia jakości świadczonych usług powodują, że często mamy do czynienia z wielością rozwiązań, które niejednokrotnie przy braku ich integracji powielają wymagania w stosunku do kadry zarządzającej i pracowników. Integracja wydaje się konieczna do podniesienia efektywności systemów zarządzania jakością i ryzykiem, a wskazanie obszarów podlegających temu procesowi stanowi właściwy wstęp do działań w tym zakresie.

The article presents an overview of quality management systems and the risk potential for use in public health units. Mandatory use of standards, management control and the desire to improve service quality, make it often that we have to deal with a multitude of solutions and in the absence of their integration duplicate the requirements for management and employees. Integration seems to be necessary to improve the effectiveness of quality management systems and risk management, and identification of areas subject to this process is an appropriate introduction to activities in this field.
Background: Performance management system (PMS) is the process of quantifying action which leads to organizational efficiency, competitiveness and growth. Performance measurement is the vital element of quality management system (QMS). Innovative companies have a strong culture, clear sense of mission and purpose, a well thought out strategy and business philosophy of continuous improvement, driven by QMS. Implementation of QMS ISO9001 standards has encouraged many organizations to develop and implement performance management system. Statement of quality objectives and Measurement, analysis and improvement as a part of QMS which leads to continual improvement is a vital part of success of company. Therefore PMS influence on sale, distribution and logistics companies with a complex processes and great number of subjects in supply chain are of great importance for their success. Methods: In our research we analyse measures and measurement approaches and frameworks that exist in logistic management and based on that we present results from one SME from eastern European country. We use case study research and therefore we conduct interviews with managers, employees and QMS/PMS implementation staff in sale and distribution company. Results: The aim of this study was to estimate the value of various metrics of the evaluation of QMS implementation. The study was based on case study in one Serbian sale and distribution company specifically in measurement part and metrics that are essential for their business and to compare them with approaches existed in literature. We reveal some obstacles in collecting data for measurement and benchmarking in Serbian market. Different metrics for efficient management of company are implemented in this company based on sales results and customer satisfaction. Conclusion: The importance of the research is in the fact that implementation of QMS reveal the need for PMS implementation and therefore results in certain performance measures implementation and further continuous tracking of these parameters. We made conclusion that higher business results were reached after PMS implementation and that after implementation of QMS and PMS top managers understand the importance of implementation. We reveal also the fact that in former eastern European socialism countries like Serbia, exist resistance of performance measurement implementation and publication of these data as well as the implementation of benchmarking among companies.

Wstęp: System zarządzania efektywnością to proces ilościowego działania, prowadzącego do efektywności w zakresie organizacji, konkurencyjności i rozwoju. Pomiar wyników jest istotnym elementem systemu zarządzania jakością. Innowacyjne firmy charakteryzują się silną kulturą, przejrzystym poczuciem misji i celów, posiadaniem dobrze przemyślanej strategii i filozofii ciągłego doskonalenia swojej działalności, kształtowanej poprzez system zarządzania jakością. Wdrożenie standardów ISO9001 SZJ stymuluje wiele firm do opracowania i wdrożenia systemu zarządzania efektywnością. Jasne określenie celów jakościowych oraz sposobów pomiaru stanowi ważną część systemu zarządzania jakością, umożliwiającą ciągłe doskonalenia działania i w rezultacie osiągnięcie sukcesu przez firmę. Dlatego też wpływ systemu zarządzania efektywnością w przedsiębiorstwach działających w obszarze sprzedaży, dystrybucji i logistyki, charakteryzujących się złożonością procesów i dużą liczbą ogniw w łańcuchu dostaw, jest bardzo istotny dla osiągnięcia sukcesu przez te przedsiębiorstwa. Metody: W badaniach przeanalizowano środki i metody pomiarowe, które są stosowane w zakresie zarządzania logistycznego. W oparciu o tą analizę zaprezentowano wyniki analizy reprezentanta wyłowionego wśród grupy małych i średnich przedsiębiorstw z Europy Wschodniej. Przeprowadzono studium przypadku, w trakcie którego przeprowadzono rozmowy z zarządzającymi, pracownikami oraz osobami wdrażającymi systemy zarządzania jakością w przedsiębiorstwie działającym w obszarze sprzedaży i dystrybucji. Wyniki: Celem niniejszej pracy była ocena przydatności wyboru wskaźników dla oceny wdrażania systemu zarządzania jakością. Badania przeprowadzono w jednym z serbskich przedsiębiorstw, działającym w obszarze sprzedaży i dystrybucji. Szczególny nacisk położono na system stosowanych wskaźników i porównanie tego systemu z opisywanymi w literaturze fachowej. Stwierdzono parę trudności w uzyskaniu odpowiednich danych dla przeprowadzenia pomiarów i benchmarkingu dla serbskiego rynku. W analizowanym przedsiębiorstwie stosowano różne mierniki, oparte na pomiarze wyników sprzedaży oraz poziomu zadowolenia klienta. Wnioski: Znaczenie przeprowadzonych badań wynika z faktu, że wdrożenie systemu zarządzania jakością ujawniło potrzebę wdrożenia systemu zarządzania efektywnością. To z kolei jest związane z koniecznością wdrożenia sytemu wskaźników służących do pomiaru i monitorowania działań przedsiębiorstwa. Osiągnięcie lepszych rezultatów przez przedsiębiorstwo, dzięki wdrożeniu tych systemów, spowodowało lepsze zrozumienie konieczności takiego wdrożenia przez zarządzających firmą. Stwierdzono istnienie oporu w przeprowadzaniu badań pomiaru efektywności oraz publikacji tego typu danych dla celów benchmarking w krajach postsocjalistycznych Europy Wschodniej.
Background: Due to the increasing demand on product quality and operation efficiency, supplier quality management has become increasingly important in supporting organizations to achieve the desired excellence. With the rapid globalization happening in these few decades, the business world is experiencing a higher complexity phase. However, there are only a limited number of studies that has been conducted on supplier quality management (SQM) and organization’s competitive advantage (OCA) in the context of multinational corporations (MNC). The purpose of this study is to identify critical elements in supplier quality management as well as testing the significance of supplier quality management in affecting organization’s competitive advantage. Methods: This study employed self-administered questionnaire that has been distributed to 355 respondents and the data is analyzed using Statistical Program for the Social Science (SPSS) software version 23. The population of study is concentrated on multinational corporations in Malaysia. Results: The results revealed that 5 elements have been identified as critical elements for supplier quality management namely Tracking of Cost of Supplier Quality, Supplier Audit, Supplier Scorecard, Close Loop Corrective Action and Engagement of Suppliers in Quality System. Conclusions: The findings of the study show that supplier quality management is found to be significantly affecting organization’s competitive advantage in positive direction. The managerial implications of this study have been discussed as well.

Wstęp: Ze względu na wzrastające wymagania odnośnie jakości wyrobów oraz efektywności operacji, zarządzanie jakością dostawcy staje się coraz istotniejszym elementem wspomagającym uzyskanie przez organizację pożądanej skuteczności. Wraz z gwałtownym wzrostem globalizacji na przestrzeni ostatnich kilku dziesięcioleci, wzrasta również stopień kompleksowości operacji biznesowych. Mimo to istnienie niezbyt duża liczba badań poświęconych zarządzaniu jakością dostawcy (SQM) oraz przewagą konkurencyjną organizacji (OCA) w kontekście międzynarodowych korporacji (MNC). Celem tej pracy jest zidentyfikowanie elementów krytycznych w zarządzaniu jakością dostawcy jak również przetestowanie istotności wpływu zarządzania jakością dostawcy na przewagę konkurencyjną organizacji. Metody: W pracy wykorzystano specjalnie do tego celu przygotowaną ankietę, na którą zebrane odpowiedzi od 355 ankietowanych. Uzyskane w ten sposób dane poddano analizie statycznej przy pomocy programu statystycznego Social Science (SPSS) wersja 23. Populacja poddana badaniom była skoncentrowana w międzynarodowych korporacjach w Malezji. Wyniki: Na podstawie uzyskanych danych zidentyfikowano 5 elementów jako elementy krytyczne dla zarządzania jakości dostawcy: śledzenie kosztu jakości dostawcy, audyt dostawcy, ocena dostawcy, działania korygujące oraz zaangażowanie dostawców w system jakości. Wnioski: Uzyskane w pracy wyniki wskazują, że zarządzanie jakości dostawcy istotnie wpływa w sposób pozytywny na uzyskanie przez organizację przewagi konkurencyjnej.
Celem pracy jest przedstawienie statystycznych aspektów zasad zarządzania jakością W.E. Deminga. Zasady te opisywane są w postaci 14. tez. Zastosowanie tych tez wspomagane odpowiednimi narzędziami i metodami, umożliwia zbudowanie kompleksowego systemu doskonalenia jakości. Doskonalenie jakości powinno obejmować nie tylko jakość produktu przedsiębiorstwa, ale każdą sferę związaną z działalnością firmy.

In this paper, Deming method is proposed for improving quality in order to achieve product or service, which can satisfy customer. Correct application of statistical methods and tools in philosophy of quality management allow an achievement of expected quality level. This paper shows the application of methods like Quality Function Deployment - QFD, Failure Mode and Effect Analysis - FMEA, Design of Experiments - DOE, Control charts. Application of 14 Deming Thesis, supported with suitable tools and methods, allows a development of complex system for improving quality. Important is, not only to take care of product quality but also concentrate on improving the quality in all fields of activities in the firm. (original abstract)

The paper presents an overview of methods, models and tools for quality management in official statistics and their role in building public trust in official statistics by obtaining reliable statistical data. However, even the most modern institutional and operational solutions in the field of quality management may be of little use if the statisticians are not adequately prepared to understand and implement them in everyday statistical practice. This is possible through the development of appropriate professional competence, informed participation of statisticians in changes and the use of their intellectual potential. (original abstract)
