The European Union, which had been gradually becoming less agriculture-oriented, it also became troublingly more rural. In this new, more rural Europe, the population living in rural areas is now the majority (over 57 % in the EU-27). The development of the new Europe’s countryside has become a political objective aimed at achieving economic, social and territorial cohesion. However, the current EU rural policy 2007-2013 is inappropriate and insufficient, and should have been included in the new Cohesion Policy, which is multi-sectoral and territorial, and not in a basically sectoral agricultural policy like the CAP. In this context, the new proposal for rural development policies, presented by the European Commission in 2011, seems to have many wake points. In fact, “promoting social inclusion, poverty reduction and economic development in rural areas” are the sixth priority for the future European rural policy. Consequently, if the European policies have not made sufficient headway in the required direction, supplementary national and regional policies will have to be established.

The rate of development of rural areas is not satisfactory both in the light of the existing needs and of the expectations of the rural population. It is not possible to make up fast for delays in Poland's civilisational development in relation to the advanced EU countries. This process takes time and requires patience and respect for the rule that 'tough' economic and infrastructure parameters are not the only determinants of the chances of individual communes. Another important determinant is 'social capital'. The success of efforts to release the potential represented by local communities depends on many factors, including a well functioning self-government, the emergence of rural leaders, an improvement in the general level of education, increased confidence and readiness to co-operate, etc. Local development and its prospects should be strictly associated with such programmes as 'LEADER' and 'Revival of Rural Areas'. This is the reason why greater attention should be given in the strategy for 2007-2013 to the elements which contribute to the development of social capital of the rural areas.

Multifunctional and sustainable development of rural areas constitutes one of the most important elements of rural policy which, unlike agricultural policy, is quite complicated and complex and requires co-ordination of individual ministerial policies that have a share in rural development. Due to the process of disagrarisation of rural areas the direction of their multifunctional development was, is and will always be topical. The extremely important direction of sustainable development promoted in recent years imposes necessary discipline on the frequently overly spontaneous course of development processes in rural areas. In the process of stimulation of non-agricultural and social-economic activity in rural areas a significant role will be played by the development of rural entrepreneurship resulting in the creation of new jobs so greatly needed in the countryside. Differences in the conditions of development of business activity in rural and urban areas call for efforts to learn more about the specific character of non-agricultural activity in the countryside and to apply different development stimuli suited to this character.
