The Russian State Duma after 12 years of office in Russian Empire at the beginning of the twentieth century, permanently settled in the Russian Federation after 1993. Surveys show that many Russians consider the Duma to be a non-autonomous institution, totally dependent on the executive and fulfills all of its wishes. It does not enjoy as much support or trust from the Russians as the President, the government or even the Federation Council. It also plays a much smaller role in relation to the organs referred to. The constitutional position of the Duma affects its political role and in the eyes of the Russians limited influence on the activities of the state. This role is definitely smaller than the role of the media or even the oligarchs.

Duma Państwowa, po 12 latach urzędowania w carskiej Rosji na początku XX wieku, na stałe pojawiła się dopiero w Federacji Rosyjskiej po 1993 roku. Badania sondażowe pokazują, że wielu Rosjan uważa Dumę za instytucję niesamodzielną, całkowicie zależną od władzy wykonawczej i spełniającą wszystkie jej życzenia. Nie cieszy się ona aż tak dużym poparciem czy też zaufaniem ze strony obywateli, jak prezydent czy rząd. Odgrywa także w stosunku do przywołanych organów zdecydowanie mniejszą rolę. Pozycja Dumy rzutuje na jej polityczną rolę i ograniczony w oczach Rosjan wpływ na funkcjonowanie państwa. Zdecydowanie mniejszy, niż chociażby mediów czy nawet oligarchów.
