W artykule autor próbuje odpowiedzieć na pytanie, czy Rada Społeczno-Ekonomiczna jako nowe rozwiązanie instytucjonalne stwarza w Polsce szansę na przezwyciężenie niedostatków dialogu społecznego i obywatelskiego. Jej powołanie wzorowane jest na unijnej instytucji – Europejskim Komitecie Ekonomiczno-Społecznym. W konkluzji autor stwierdza, że rozwiązania unijne nie znajdują odpowiedniego odzwierciedlenia w polskiej rzeczywistości. W związku z tym prognozuje, że Rada Społeczno-Ekonomiczna w niewielkim stopniu zmieni świadomość i kulturę obywatelską polskiego społeczeństwa.

The Socio-Economic Council is a new institution in Poland. The question is whether it is a real chance for overcoming the weaknesses of social and civil dialogue or only another example of imitating EU institutions. The Council follows the pattern of the European Economic and Social Committee. It is concluded that EU solutions are not properly reflected in the Polish reality. The Socio-Economic Council is another symptom of a superficial copying of EU institutions and it will hardly change the civic culture in Poland.
