Inceasing scope of tasks assigned to local self-governments and limited financial resources for disposal create necessity to use external financial sources that enable fulfillment especially of investment tasks. Rating is one of the tools that increase reliability of a given local self-government. Credit rating given to a private or public entity by a respected rating agency leads to increase in bigger trust on financial markets and high rating may increase the basis of potential investors. The national valuation of debt issuance and its verification in comparison to the one made by offering organizer is also made by means of rating.

With the development of the real estate market, there are new possibilities for the use of rating tools, including investment decision support, evaluation of real estate portfolios and controlling. The author tries to answer the question, whether the market and real estate rating, due to its purpose, methodology and data used in it, can support investment decisions? Therefore, a review of the initial evaluation, rating systems operating in selected European countries, pointing to the possibility of their use, and relying on the methodology selected systems has been taken.

Od początku 2015 r. krajowe banki funkcjonują w coraz trudniejszych warunkach ekonomicznych i prawnych. Z jednej strony wymaga się od nich kumulowania wypracowanego zysku w celu podwyższania kapitałów własnych, a z drugiej w coraz większym stopniu są one zobowiązane do ponoszenia nowych obciążeń finansowych, które nie są obojętne dla ich kondycji finansowej, szczególnie tych mniej rentownych. Dlatego też można postawić hipotezę, że wprowadzanie kolejnych obciążeń finansowych w niekorzystnych warunkach makroekonomicznych oraz w „trudnym” otoczeniu prawnym może obniżyć bezpieczeństwo finansowe polskiego sektora bankowego poprzez spadek rentowności i wzrost ryzyka sektorowego. Z uwagi na fakt, iż efektywność działania i stabilność finansowa to podstawowe determinanty oceny ratingowej banku, nie można także pominąć ryzyka zweryfikowania przez agencje ratingowe ocen ratingowych nadawanych bankom. Celem artykułu jest prezentacja istoty nowych obciążeń finansowych, którym podlegają krajowe banki, oraz wykazanie wpływu tych obciążeń na ich kondycję finansową poprzez pryzmat diagnoz dokonywanych przez agencje ratingowe. Zastosowano tu metody badawcze polegające na analizie dostępnej literatury, aktów prawnych, komunikatów finansowych z wykorzystaniem analizy przypadków oraz analizy przyczynowo- skutkowej.

Since the beginning of 2015, national banks operate in increasingly difficult economic and legal conditions. On the one hand, they are required to accumulate generated profits in order to increase equity, and on the other – they are increasingly obliged to incur new financial burden, which are not indifferent to their financial condition, particularly those less profitable. Therefore, it can be postulated that their implementation, during unfavorable macroeconomic conditions and in “difficult” legal environment may reduce financial safety of the Polish banking sector through decrease of profitability and growth of sector risk. Due to the fact that the effectiveness of operations and financial stability are the basic determinants of the rating assessment of a bank, it cannot also be ignored the risks of verification ratings given to banks, by the credit rating agencies. The main aim of the study is to present the essence of the new financial burden, which national banks are subject to and to indicate the impact of these burden on their financial condition through the perspectives of diagnoses, made by the credit rating agencies. The following research methods will be used in the study: the analysis of the available literature, legislation acts, financial announcements with the use of case studies and cause and effect analysis.

A symptom of the financial crisis in the banking system was an increase in credit risk, which has become an expression of increasing the share of the loan portfolio of non-performing loans on time. The resulting losses were not sufficiently covered by equity, which proved to be insufficient against the increasing difficulties. Increasing the risk of default led to the development of the new capital adequacy ratio known as Basel III, which implies an increase in equity of commercial banks. This process is practically impossible in a short time, especially for medium-sized and small banks. Therefore, banks are forced, to limit their active operations, mainly by reducing lending and sales of treasury bonds of countries with a low credit rating. This process is called deleveraging. Available funds might be invested both in the capital market and in the bank. While the risk of investing in the capital market is well-known and widely discussed, investing funds in the bank rarely draws attention to the risk of capital loss due to the bank's insolvency or its bankruptcy. However, global financial crisis has shown that it is a mistake. Through the analysis of published financial statements, it is possible to get to know the bank's financial condition and avoid the risk of insolvency. Moreover, it is also possible to use the ratings published by the independent rating agencies that provide information about the banks' financial condition and by giving them to the public, make easier the optimal financial decisions, particularly in the investment area. The main aim of the study is to present the role of credit rating agencies in process of evaluating banks' financial conditions and their importance in investment decisions of potential customers.

Ocenianie jest jednym z najbardziej rozpowszechnionych działań w każdej organizacji. Pracownicy oceniają siebie i innych, są oceniani przez przełożonych, kierownictwo firmy, ale też i kolegów z zespołu. Oceny pojawiają się na wszystkich etapach funkcjonowania firmy: począwszy od ocen kandydatów do pracy, aż po pracowników zatrudnionych na wszystkich stanowiskach. Ocenom pracowniczym, bieżącym i okresowym, poddawani są również dziennikarze telewizyjni. W artykule pokazano metody oraz sposób prowadzenia okresowych ocen pracowniczych dziennikarzy telewizyjnych. Przeanalizowano zasadność takiego oceniania wobec faktu, że ponad dwie trzecie pracowników telewizyjnych stacji to współpracownicy niepodlegający okresowym ocenom pracowniczym.

Appraisals are among the most common activities in any organization. Employees evaluate themselves and others. They are judged by their superiors, company management, and teammates. Appraisals take place at all levels of the company—ranging from assessments of job applicants all the way to workers already employed at all possible job positions. Running and periodic performance appraisals also encompass television journalists. This article examines the methods and ways of conducting periodic performance appraisals of television journalists. It also analyzes the legitimacy of such appraisals in light of the fact the over two–thirds of television staff consist of workers who are not subject to periodic performance appraisals.
