Koncepcja polityki regionalnej podlega przemianom pod wpływem złożonych uwarunkowań, m.in. procesu globalizacji, rozwoju technologii informacyjno- -komunikacyjnych. Celem artykułu jest omówienie głównych zmian w europejskiej polityce spójności na lata 2014-2020 oraz przedstawienie rozwiązań dotyczących wdrażania tej polityki w Polsce w nowej perspektywie finansowania. W artykule przedstawiono nowy paradygmat polityki rozwoju regionalnego oraz omówiono najważniejsze założenia tej polityki w Polsce w nowej perspektywie finansowania. Kształt krajowej polityki regionalnej jest zdeterminowany rozwiązaniami przyjętymi w ramach europejskiej polityki spójności. Polityka regionalna realizowana po 2014 r. w Polsce będzie w większym stopniu uwzględniała potrzeby rozwojowe polskich regionów i wspierała wykorzystanie ich potencjału, również dzięki efektywnemu spożytkowaniu funduszy UE.

The concept of regional policy is subject to changes under complex conditions, including the process of globalization, development of information and communication technologies. The main aim of the article is to present the major changes in the European cohesion policy 2014-2020 and discuss solutions concerning its implementation in Poland in the new financial perspective. The article presents the new paradigm of regional development policy. It analyses the main assumptions of regional development policy in Poland in the new perspective of financing. The shape of the national regional policy is strongly determined by solutions adopted within the framework of the European cohesion policy. Regional policy implemented after 2014 in Poland will increasingly take into account the development needs of Polish regions and encourage the use of their potential, also thanks to the efficient use of EU funds.
