Koncepcja good governance zajmuje coraz istotniejsze miejsce w regulacjach przyjmowanych w Polsce. Wpływa na to aktywizacja działań państwa w zakresie nawiązywania relacji na arenie międzynarodowej oraz na poziomie regionalnym. Obserwowane przedefiniowywanie polityki, w sposób szczególny, stanowi efekt przynależności kraju do organizacji międzynarodowych, jak również aktywnej działalności w ramach Unii Europejskiej. Regionalna Strategia Innowacji dla Województwa Dolnośląskiego na lata 2011-2020 to przykład dokumentu wpisującego się w ramy założeń good governance. Proponowany w akcie nowy zakres działań, rozumiany przez podjęcie innowacji na poziomie regionalnym, realizuje podstawowe zasady analizowanej koncepcji. Podjęcie kompleksowej oceny zgodności pomiędzy założeniami good governance i rozwiązań Strategii pozostaje, ze względu na ramy czasowe dokumentu wyznaczone do 2020 roku, niezasadne. W zakresie Strategii wskazane jest jednak przeprowadzenie oceny zgodności w ujęciu teoretycznym, z uwzględnieniem praktycznego charakteru zainicjowanych dotychczas zmian. Celem artykułu jest wykazanie stopnia oraz poziomu zastosowania założeń koncepcji zasad dobrego rządzenia w świetle Regionalnej Strategii Innowacji Województwa Dolnośląskiego na lata 2011-2020. Zastosowana metoda analityczno-empiryczna pozwoliła wykazać obszary, w ramach których wskazana koncepcja jest realizowana oraz wyodrębnić aspekty wymagające przeprowadzenia zmian. Zaangażowanie społeczeństwa w zakresie kreowania dokumentów o charakterze regionalnym pozostaje istotne. Jest to odzwierciedlane poprzez zastosowanie koncepcji good governance.

The concept of good governance occupies an increasingly important place in regulations adopted at the level of Polish state. This is influenced by the increasing intensity of state activities in the area of establishing relations at the international and regional level. In particular, the observed redefining of the policy is an effect of the country’s membership in international organisations, as well as its significant activity within the European Union. The Innovation Development Strategy for the Dolnośląskie Province for the years 2011-2020 is an example of a document being a part of the good governance framework. The new scope of activities proposed in the above-mentioned document, understood in the context of regional innovation, introduces the basic principles of the analysed concept. Performing a comprehensive assessment of the compatibility between the assumptions of good governance and the Strategy solutions remains, due to the timeframe of the document set until the year 2020, unfounded. The scope of the Strategy indicates, however, that it is advisable to carry out a theoretical assessment of conformity, taking into account the practical nature of the changes initiated so far. The aim of this article is to demonstrate the degree and level of application of the assumptions of the principles of good governance in the light of the Regional Innovation Strategy for the Dolnośląskie Province for the years 2011-2020. The applied analytical and empirical method enabled indicating areas within which the concept is being implemented, as well as isolating the aspects that require introducing changes. Involving the public in creation of documents of the regional nature remains important. This is reflected through the application of the good governance concept.
