Since the beginning of the 21st century, entrepreneurs are able to use the innovations at the universities in order to set up their own business. That collaboration is part of the concept of the “Third Generation University”. The aim of this paper is to outline some possibilities for innovative business development in the Ruse region, Bulgaria that are aimed at supporting technostarters who use biomass for energy production. It describes the need of renewable energy sources in EU context, gives some arguments in university support to entrepreneurs and describes an example of the collaboration of Ruse University with a company that uses biomass for energy production.

Na obszarach bezpośrednio przyległych do miast zachodzą dynamiczne procesy urbanizacji o często niekontrolowanym charakterze, przyjmując formę „rozlewania się” miasta (urban sprawl). Stare, wyeksploatowane instalacje grzewcze i coraz bardziej intensywny ruch drogowy powodują zwiększanie się ilości emitowanych do atmosfery zanieczyszczeń. Odczuwalne są następstwa zmian klimatycznych. Jednym ze sposobów łagodzenia zmian klimatycznych i podniesienia jakości środowiska przyrodniczego jest zrównoważona gospodarka energetyczna oraz wykorzystanie Odnawialnych Źródeł Energii (dalej OZE). Celem artykułu jest ocena kierunków rozwoju gospodarki energetycznej w małych miastach województwa śląskiego. Przeanalizowano 15 dostępnych Planów Gospodarki Niskoemisyjnej (dalej PGN) dla małych miast z tego obszaru, skupiając się na działaniach termomodernizacyjnych w budynkach oraz wykorzystaniu wybranych OZE.

Areas, especially those directly adjacent to the towns, are subject to, largely uncontrolled, urbanization processes (urban sprawl). Old and outdated heating systems and more intense traffic increase the quantity of emitted pollutants into the atmosphere. One of the ways to mitigate climate change and improve the quality of the environment is sustainable management of energy and the use of renewable energy sources (the RES). The aim of the work was assessment of energy management in the small towns of the Silesia region. Fifteen available Sustainable Energy Action Plans (SEAP) for towns in this area were examined. Due to the limited size of the work, the focus was mainly on the activities like: thermal upgrading of buildings and the use of selected RES.
