Autor przedstawia problem niskich emerytur z nowego polskiego systemu emerytalnego oraz proponuje przywrócenie minimalnego stażu jako warunku nabycia prawa do emerytury w tym systemie. Przemawiają za tym zarówno potrzeba zapewnienia świadczeń na godziwym poziomie, jak i koszt administrowania rażąco niskimi świadczeniami.

The author presents the problem of low retirement benefits resulting from the new Polish pension system and proposes the restoration of the minimum qualifying period as a condition for acquiring the right to a pension benefit within this system. This proposal is supported by both the need to provide benefits at fair levels, as well as the reduction in costs related to administering abnormally low benefits.
