The author of the paper describes the process and conceptions of regional development which have been used in the past 40 years of the economic transformation in the Ruhr Region in Germany. The article describes the socio-economic situation and explains the need for transformation in the region. It also presents a wide range of possible solutions for restructured mining regions and discusses the effects of implementation of the development methods used in the Ruhr Region. Finally, it describes the main points of the current strategy of development for the Ruhr Region. The data presented in the paper have been collected and developed thanks to a scholarship at the University of Duisburg-Essen, financed by The Foundation of Polish-German Cooperation.

W artykule opisano proces i koncepcje rozwoju regionalnego, które stosowano w trwającej 40 lat transformacji gospodarczej Zagłębia Ruhry w Niemczech. Zawarty w pierwszej części opracowania zarys sytuacji społeczno-ekonomicznej podaje informacje o przyczynach gruntownych przemian w omawianym regionie. Opisane w dalszej kolejności koncepcje rozwoju Zagłębia Ruhry pokazują szeroki zakres możliwych do zastosowania wariantów na restrukturyzowanych terenach górniczych. Podsumowaniem tej części opracowania są zaprezentowane efekty wdrożenia stosowanych technik rozwoju w badanym regionie. W ostatnim rozdziale ujęto w zarysie problematykę obowiązującej strategii rozwoju dla Zagłębia Ruhry.

Rozwój społeczno-ekonomiczny gminy górniczej w dużej mierze zależy od obecności terenów pogórniczych. W artykule starano się poszukać odpowiedzi na pytanie, jak wykorzystać potencjał tych obszarów w gminie? Regulacje w prawie polskim jednoznacznie wskazują na obowiązek współpracy gminy i kopalni w temacie terenów pogórniczych. W związku z tym faktem przedstawiono przykłady takiej kooperacji z województwa śląskiego. Problemem zagospodarowania terenów pogórniczych od wielu lat zajmują się także Niemcy, stąd w artykule znalazł się przykład z Essen, dotyczący zarządzania problemowymi nieruchomościami.

The socio-economic development in mining district largely depends on the presence of post-mining areas. In the paper is presented the answer for the question how to use the potential of post-mining areas in a district. The Polish law points out for the obligation of cooperation between the district and mines in the subject of post-mining areas. Because of it there were presented some samples of such cooperation from Silesia Voivodeship. The issue of reusing the post-mining areas is also in Germany. That is why in the paper was presented an example of Essen for the management of post-mining real-estate.
