The author presents his opinion concerning the Social Policy Principles Act and stresses its precedent character, also in international dimension. Contrary to the Polish practice, the social service contracts are observed in ILO member countries. The Act constructs a long term way of thinking of common social relationships between the State and citizen, which should avoid traditional State paternalism and philanthropy in favor of selfresourcefulness and citizen far-sighted practice in local societies. Nevertheless, the opinion underlines the weakness of the draft Act with reference to underestimated role of self-government and NGOs and a lack of diagnosis as a basis for social integration strategy. Additionally, the author recommends adoption of solutions with respect to the problem of high qualified people for social policy.
