Wśród obecnych w łotewskiej Satversme wielu instrumentów demokracji bezpośred-niej, jednym z najbardziej interesujących rozwiązań jest wszczynany przez głowę pań-stwa mechanizm referendum w sprawie rozwiązania parlamentu. Spektakularnym i jak dotąd jedynym przykładem zastosowania tej instytucji, było referendum, które odbyło się 23 lipca 2011 r., w wyniku którego rozwiązano łotewską Saeimę. W artykule prze-analizowano regulację konstytucyjną definiującą tę formę demokracji bezpośredniej, uwzględniając przy tym łotewską praktykę ustrojową. Skoncentrowano się na sposo-bie zastosowania tej instytucji w 2011 r., sygnalizując realia społeczne oraz politycz-ne temu towarzyszące. Na tle łotewskiego systemu konstytucyjnego oraz politycznego, a w szczególności wzajemnych relacji Prezydenta Państwa oraz Saeimy, przedstawio-no znaczenie tego instrumentu dla łotewskiego systemu politycznego oraz ocenę jego potencjału ustrojowego.

Of the numerous direct democracy instruments present in the Latvian Satversme, one of the most interesting solutions is the mechanism of a referendum concerning dissolu-tion of the parliament, initiated by the head of state. A spectacular, and so far the only, example of application of this mechanism was the referendum held on 23 July 2011, as a result of which the Latvian Saeima was dissolved.The article analyzes the constitu-tional provisions that define this form of direct democracy, taking into account the Lat-vian political practice. The article focuses on the application of this institution in 2011 and emphasizes the associated social and political conditions. On the background of the Latvian constitutional and political system, in particular the mutual relations between the President of the State and the Saeima, the article presents the importance of this in-strument to the Latvian political system and an evaluation of its potential with regard to the system of government.
