The article discusses the role of the state in public sphere and policies in the Nordic countries. With reference to well known G. Esping-Andersen’s formula of “politics against markets”, it begins with presenting three model types of relationship between the state and the market. Furthermore, it highlights some key features of Scandinavian consensual democracy and a particular way of reforming social, economic and political structures, which might be described as “permanent modernization”. The author argues that such characteristics of the Scandinavian approach to public life as cooperativeness, compromise, mutual trust, gradualism, pragmatism, transparency etc. cannot be imitated easily in other countries, because they are deeply rooted in the specific culture and history, However, the Nordic experiences, good practices and lessons can be instructive and be learned by others with promising results also elsewhere.

Artykuł omawia rolę państwa w sferze i politykach publicznych w krajach nordyckich. W nawiązaniu do znanej formuły G. Esping-Andersena „polityka przeciw rynkom”, przedstawia najpierw trzy modelowe rodzaje relacji między państwem a rynkiem. Oświetla następnie kilka podstawowych cech skandynawskiej demokracji konsensualnej oraz specyficznego sposobu reformowania struktur społecznych, ekonomicznych i politycznych, który można by określić mianem „modernizacji permanentnej”. Autor stwierdza, iż takie cechy skandynawskiego podejścia do życia publicznego jak kooperatywność, kompromis, zaufanie wzajemne, gradualizm, pragmatyzm, transparentność itp. nie są łatwe do naśladowania w innych krajach, gdyż ich korzenie tkwią głęboko w specyficznej historii i podłożu kulturowym. Nordyckie doświadczenia, dobre praktyki i lekcje mogą być jednak pouczające dla innych, przynosząc także gdzie indziej obiecujące efekty.
