W 2006 r. Komisja Europejska wskazała na Stowarzyszenie Narodów Azji Południowo-Wschodniej (ASEAN) jako priorytetowy i perspektywiczny rynek w rozwoju wzajemnej współpracy gospodarczej. Na tle innych azjatyckich krajów, z którymi UE negocjuje umowy o wolnym handlu, wyróżnia się Singapur. Rokowania z tym krajem zostały zakończone w grudniu 2012 r. w odniesieniu do wszystkich rozdziałów umowy handlowej, z wyjątkiem części dotyczącego ochrony inwestycji. Negocjacje dotyczące tego rozdziału zostały zakończone w październiku 2014 r., a 26 czerwca 2015 r. umowa z tym krajem została parafowana. Planowana w umowie EUSFTA eliminacja barier w przywozie do Singapuru może pomóc unijnym, w tym polskim, eksporterom w zdobyciu tego atrakcyjnego rynku. W artykule zidentyfikowano potencjalne szanse eksportowe w oparciu o analizę struktury polskiego eksportu i singapurskiego importu.

The author outlines Lee’s background and the perspective on a changing region and on the global political economy. He presents the key insights and opinions of that grand strategist and visionary on geopolitics of East and West, globalization, economic growth, and democracy. The article offers Lee Kuan Yew’s assessment of the United States’ position as the world’s superpower, of the China’s future, India’s future, Islamic terrorism. It presents Lee’s strategic advice for dealing with China.
The article presents the significant contributions of the Chinese community to the Singaporean nation building during the first 50 years of the independence. It is based on a book 50 Years of the Chinese Community in Singapore. The text presents the major Chinese organizations, including the Singapore Chinese Chamber of Commerce and Industry, the Singapore Federation of Chinese Clan Associations, the Chinese Development Assistance Council and the Chinese Heritage Centre. The author, former Polish ambassador to Singapore, outlines several main issues, that provoked controversies within the Chinese community, such as the use of the Chinese language and the integration of the new immigrants from China. The author presents also the role of the Chinese religions, the development of the cultural life, and the role played by the Singaporean Chinese in relations with China and the neighboring countries.
Artykuł zwraca uwagę na historyczne i polityczno-prawne aspekty zmian wprowadzanych w systemie edukacji Singapuru. Reformy edukacyjne w tym kraju doprowadziły do ukształtowania wysoce efektywnego systemu edukacji światowej klasy. Celem artykułu jest wskazanie kluczowych programów polityki edukacyjnej rządu, które przyczyniły się do przejścia kraju z poziomu trzeciego świata na lidera przez pryzmat edukacyjnej zmiany. Artykuł ma charakter przeglądowy, deskryptywny i w perspektywie temporalnej zwraca uwagę na główne zmiany w organizacji i funkcjonowaniu systemu edukacji. Wyodrębniono pięć faz polityki edukacyjnej, eksponując specyficzne cechy każdej. Ocena efektywności strategii przyjętej przez Singapur została dokonana w kontekście kultury politycznej Singapuru.

The article draws attention to historical, political and legal aspects of the changes introduced in the Singapore education system. Educational reforms in this country have led to the formation of a highly effective system, i.e. world-class education. The aim of the article is to indicate some key programs of the government’s educational policy that have contributed to the country’s transition from the third world level to a leader of the first-world level. The article is a descriptive overview set in a temporal perspective. As such, it highlights the main changes in the organization and the functioning of the education system. Its five phases have been isolated and their specific features have been described. The effectiveness of the strategy adopted by Singapore has been assessed in the context of its political culture.
Singapur, niewielkie miasto-państwo w Azji Południowo-Wschodniej, od zakończenia II wojny światowej podlegało poważnym przemianom politycznym. W wyniku tych przeobrażeń ta dawna kolonia brytyjska jest obecnie jednym z najbardziej rozwiniętych gospodarczo państw świata wpływającym istotnie na sytuację geopolityczną w regionie. Celem niniejszego artykułu jest analiza przekształceń politycznych zachodzących w Singapurze w II poł. XX w. w kontekście kształtowania się czynników stanowiących o sukcesie gospodarczym analizowanego państwa. Omówiono przemiany i scharakteryzowano najważniejsze wydarzenia polityczne kreujące współczesny Singapur, jego gospodarkę i model społeczny. Realizując cel pracy korzystano m.in. z danych pochodzących z raportów i indeksów międzynarodowych przygotowywanych przez: Bank Światowy (World Bank), Azjatycki Bank Rozwoju (Asian Development Bank), Singapurski Urząd Statystyczny (Departament of Statistics Singapore). Zgromadzone materiały pozwoliły na przeprowadzenie analizy porównawczej Singapuru na tle innych państw regionu Azji Południowo-Wschodniej.

Singapore, the small city-state located in the South-Eastern Asia, has been experiencing heavy political shifts since the end of World War II. These transformations made it a country with one of the best-developed economies worldwide. This paper aims to analyse the political changes taking place in Singapore in the second half of the 20th century in the context of factors determining the economic success of that state. It discusses the transformations and key political events shaping modern Singapore, its economy and social model. The objective was achieved with the use of data from international reports and indices developed by the World Bank, the Asian Development Bank, the Singapore Department of Statistics. The materials collected allowed for a comparative analysis of Singapore and other countries in South-Eastern Asia. The authors carried out a SWOT analysis providing a synthetic overview of the analyses performed
The aim of the article is to identify the determinants of changes in the school development approach and learning processes. Another scientific goal is to show that the introduced political interventions have changed the Singaporean schools. The concepts and solutions, which were adopted in the school system, determine the educational success of this country. I would like to present the reforms and political interventions which contribute to a better understanding of educational policy. The effective implementations of reforms focused on learning processes and on conditions of schools to react quickly to educational changes. The results presented in the article are mainly based on the literature review or research, undertaken by researchers, or analysis of source documents.

Celem artykułu jest rozpoznanie uwarunkowań zmiany podejścia w orientacji na rozwój szkoły i procesy uczenia się oraz wprowadzanych interwencji politycznych zmieniających oblicze singapurskich szkół. Przyjmowane w systemie szkolnym koncepcje i rozwiązania stanowią o edukacyjnym sukcesie tego kraju. Analizowane w artykule reformy i interwencje polityczne pozwalają lepiej zrozumieć politykę edukacyjną i skuteczne wdrożenia ukierunkowane na procesy uczenia się jako warunek szybkiego reagowania szkół na zmiany. Wnioski przedstawione w artykule opierają się głównie na przeglądzie literatury przedmiotu, podejmowanych przez badaczy badaniach i analizie dokumentów źródłowych.
Nowadays, transplantation is regarded as a routine method of treatment. Transplantation can greatly improve quality of patients life. Despite its undeniable effectiveness transplantation medicine still suffers from many problems. One of the most severe is the problem of shortage of organs. The shortage of organs is a problem with which to a greater or lesser extent, is struggling today the vast majority of countries in the world. However, transplantation rates in Asian countries are lower than in the other regions of the world. The results of the research indicate that the shortage of organs in the Asian countries affected by a variety of factors. To fully exploit the potential of this method of treatment in Asian countries it is necessary to change the general social attitude. The systematic dissemination of knowledge, increase the funds transferred from the state budget, the introduction of independent central coordinating bodies and amend the existing laws may contribute to the development program of post-mortem donations and thus, influence the limit problem shortage of organs in the Asian countries.

Transplantacja uznawana jest obecnie za rutynową metodę leczenia, która umożliwia przedłużenie życia lub poprawę jego jakości u osób zmagających się ze skrajną niewydolnością narządów. Pomimo swej niezaprzeczalnej skuteczności medycyna transplantacyjna wciąż boryka się z licznymi problemami. Jednym z najbardziej dotkliwych jest problem niedoboru narządów. Niedobór organów to problem, z którym w większym lub mniejszym stopniu zmaga się współcześnie znakomita większość państw na świecie. Niemniej jednak, wskaźniki przeszczepialności w państwach azjatyckich są o wiele niższe niż w państwach innych regionów świata. Wyniki przeprowadzanych badań wskazują, że na niedobór narządów w państwach azjatyckich wpływa szereg różnych czynników. By w pełni wykorzystać ogromny potencjał omawianej metody leczenia w krajach azjatyckich konieczne jest podjęcie na różnych szczeblach szeregu działań. Systematyczne upowszechnianie wiedzy o transplantacji; zwiększenie funduszy przekazywanych z budżetu państwa na opiekę zdrowotną; wprowadzenie niezależnych, centralnych organów koordynujących i nadzorujących procedury transplantacji oraz zmiana obowiązującego prawa mogą przyczynić się do rozwoju programu dawstwa post mortem, a co za tym idzie, wpłynąć na ograniczenie problemu niedoboru narządów w krajach azjatyckich.

The article focuses on an analysis of the Singaporean teacher training model from the perspective of the solutions applied within it, which could potentially be utilized in the polish system. On the background of this particular model’s structure, the holistic approach of Singaporean institutions responsible for teacher education, meant to prepare them to the crucial role they are meant to play in the modern knowledge society, has been depicted.
For many reasons, Singapore is an exceptional country, sometimes referred to as “a piece of the West in Asia”, a place where the West meets with the East or as “Asian Switzerland”. Currently, the city-state can boast of great achievements, including the status of a global metropolis – the center of business, trade, maritime and air transport, finance, arbitration and tourism. For a long time, it has been at the top positions in global economic rankings, including the GDP per capita. It remains one of the most competitive economies in the world. In 2015, the city-state celebrated the 50th anniversary of independence, which was an opportunity to recall the key role played by Lee Kuan Yew, the founder of independence, the current economic strength and significant position of Singapore in the international arena. The principle of an open economy, which Singapore has been following from the beginning, was a key strategy for the development of modern and competitive industries and leverage to raise Singapore’s living standards to the highest world level. In its short history, the city-state faced challenges as it is now facing new internal (the question of maintaining stability after the loss of leader and strategist, such as Lee Kuan Yew) and the external challenges (transformation of the global balance of power, accommodating China’s rise in power, a change in the paradigm of the American administration’s trade policy under President D. Trump). The aim of the article is to present these challenges that the Singaporeans – Government and Society – will have to solve in order to maintain economic growth, high standards of living and high international position in the post-Lee Kuan Yew era.
Celem niniejszego opracowania jest omówienie podstawowych zagadnień proceduralnych związa-nych z nadzorem nad koncentracjami przedsiębiorców w Singapurze, znacząco różniących się od rozwiązań przyjętych w prawie polskim i unijnym. Celem autora była próba znalezienia odpowiedzi na pytanie „Jakie działania podejmują władze w celu zarządzania wielokulturowością miasta-państwa położonego na skrzyżowaniu trzech stref kulturowych: chińskiej, indyjskiej i islamskiej i które wyróżnia się wyjątkową mozaiką religii, wyznań, wierzeń, światopoglądów, grup etnicznych i językowych? W jakim stopniu poczynania władz państwowych oddziałują na zachowania społeczne obywateli i ich mentalność?”. Autor, posługując się analizą dokumentów, zwłaszcza aktów prawnych, omawia kolejno: kwestie demograficzne, ze szczególnym uwzględnieniem polityki pozytywnej dyskryminacji wobec autochtonicznej ludności Singapuru – Malajów; pluralizm religijny i świeckość państwa promującego harmonię religijną; działalność organizacji pozarządowych na rzecz dialogu międzyreligijnego; przykłady reakcji społecznych i czynników oficjalnych na postawy i wypowiedzi zagrażające harmonii religijnej; politykę lingwistyczną określoną jako multilingwizm, ze zwróceniem uwagi na rolę języka singlish, który staje się atrybutem tożsamości singapurskiej; wartości, jakie szkoła wpaja uczniom, aby żyć wspólnie i budować społeczeństwo inkluzyjne. W konkluzji autor stwierdza, że wielokulturowość – w warunkach Singapuru – staje się zjawiskiem społecznie funkcjonalnym, przyczyniając się do budowania społeczeństwa inkluzyjnego, a tym samym do jego pomyślnego rozwoju, ekonomicznego, społecznego i kulturalnego. Wobec kryzysu idei wielokulturowości w Europie, autor zachęca badaczy do większego zainteresowania się pozytywnymi doświadczeniami krajów spoza zachodnioeuropejskich kręgów kulturowych.

The author aims at answering the question: “What activities do the authorities undertake to manage the multiculturalism of the city-state which is situated at the intersection of three cultural spheres (the Chinese, Indian and Islamic) and which constitutes a unique mosaic of religions, denominations, beliefs, ideologies, ethnic and language groups? To what extent do the undertakings of state authorities affect social behaviour of citizens and their mentality?”. Using the document analysis (especially of legal acts), the author discusses: demographical issues, with special regard to the policy of positive discrimination towards autochthonous population of Singapore – Malayans; religious pluralism and secularity of the state which promotes religious harmony; some examples of reactions of the society and officials to the attitudes and statements posing threat to religious harmony; the linguistic policy called multilingualism (with special focus on the role of Singlish – the language which is becoming an attribute of the Singapore identity); the values which school implants in learners so that they could live together and build inclusive society. The author concludes that – in the conditions of Singapore – multiculturalism is becoming a socially functional phenomenon, which enhances the construction of inclusive society and its successful economic, social and cultural development. In the face of the European crisis of multiculturalism, the author encourages researchers to pay more attention to the positive experiences of the countries which do not belong to the European cultural circles.
