Pakt na rzecz ekonomii społecznej jest propozycją umowy z rządem, którą chcieliby zawrzeć przedstawiciele środowiska polskiej ekonomii społecznej. Wśród części z nich, w tym autora, panuje silne przekonanie, że konieczna jest zmiana nastawienia administracji do problemów związanych z działalnością społeczną i stosowania instrumentów gospodarczych do rozwiązywania problemów społecznych. Dotychczasowe interwencje publiczne nie wykorzystały szansy, jaką dawały spore środki z funduszy europejskich. Kontynuacja dotychczasowej polityki publicznej w tym obszarze nie wróży nic dobrego. Dlatego pakt jest testem - zarówno dla samego środowiska ekonomii społecznej, jak i administracji. W tekście opisano nadzieje, z jakimi wiąże się praca nad zapisami paktu, pokazano rozwiązania, które mogą spowodować, że pakt przyczyni się do rzeczywistej zmiany. Czy to się uda nie zależy jedynie od tego, czy pakt zostanie zawarty. Jednak jego podpisanie mogłoby się znacząco do tej zmiany przyczynić. (abstrakt oryginalny)

Pact for social economy is a proposal of an agreement, which the representatives of Polish social economy milieu would like to conclude with the government. Among some of them, including the author, there is a strong belief that the change of public administration attitude towards the problems related to social activities and the use of economic instruments in order to deal with social problems. Hitherto public interventions have not taken advantage from the chance given by the European funds. The continuation of present public policy in this area does not portend anything good. Therefore the pact is a test - both for social economy milieu itself and for public administration. In the article the hopes attached to the work on pact provisions have been described and the solutions that can bring about the real change resulting from the pact conclusion have been presented. The question whether that will be feasible does not depend merely on the pact conclusion. However its conclusion could highly contribute to such sort of a change. (original abstract)

The article discusses the role that trade unions and employers' organizations play in creating conditions facilitating the implementation of the European Employment Strategy. It presents the characteristics and achievements of social dialogue at the EU level, particularly social partners' efforts aimed at improving the situation in national labour markets in a period of economic crisis and ageing societies. As far as Poland is concerned, the article discusses the attitudes of key social partners toward the pension system reform and indicates the weaknesses of social dialogue in the country. The opinions on Poland have been formed taking social dialogue practice in the EU as the point of reference.

Contemporary rules of corporate governance do not take into account interests of stakeholders (employees) sufficiently, while focusing on managers - shareholders bilateral relations in company management. Global crisis, globalization and flexible working conditions on labor markets make social dialogue very difficult to be achieved as a main goal in trade unions' efforts to improve situation of employees. This article analyzes two models of trade unions (American model and European model) in a process of shaping social compromise at workplace. This theoretical approach to the role of labor organizations tries to find an answer how to succeed in implementing necessary changes to make social dialogue much easier to be attained.
