The aim of the article is to examine all issues related to social services - definition, theoretical approaches, historical development, institutional and legal instruments, as well as the presentation of the particular areas of social services and their increasing role in the implementation of active social policy. Popularization of this topic seems to be very current at opportunity of many ongoing discussions about the condition of the welfare state, social policy reforms, the search for new paradigms in science and social practice. The aim of the publication is to demonstrate the increasing role and importance of social services to satisfy the needs of individuals and groups in different areas of socio-economic development. Health care sector restructuring process that Poland is undergoing during last few years, extensively determines changes seen in whole health care sector. This applies also to nursing professionals. Direction of those, in relation to coming and anticipated dynamic growth of social needs in quantity and quality of health services not only in Poland, but a whole World, may and should be of concern. A need for an answer to a question, if it truly happens in practice and therefore formulate a proper conclusion, was a reason for following aim of this paper: an analysis and evaluate of changes in the structure of employment among nursing professionals, most of all in the context of increasing health care needs of Polish society.

Pakt na rzecz ekonomii społecznej jest propozycją umowy z rządem, którą chcieliby zawrzeć przedstawiciele środowiska polskiej ekonomii społecznej. Wśród części z nich, w tym autora, panuje silne przekonanie, że konieczna jest zmiana nastawienia administracji do problemów związanych z działalnością społeczną i stosowania instrumentów gospodarczych do rozwiązywania problemów społecznych. Dotychczasowe interwencje publiczne nie wykorzystały szansy, jaką dawały spore środki z funduszy europejskich. Kontynuacja dotychczasowej polityki publicznej w tym obszarze nie wróży nic dobrego. Dlatego pakt jest testem - zarówno dla samego środowiska ekonomii społecznej, jak i administracji. W tekście opisano nadzieje, z jakimi wiąże się praca nad zapisami paktu, pokazano rozwiązania, które mogą spowodować, że pakt przyczyni się do rzeczywistej zmiany. Czy to się uda nie zależy jedynie od tego, czy pakt zostanie zawarty. Jednak jego podpisanie mogłoby się znacząco do tej zmiany przyczynić. (abstrakt oryginalny)

Pact for social economy is a proposal of an agreement, which the representatives of Polish social economy milieu would like to conclude with the government. Among some of them, including the author, there is a strong belief that the change of public administration attitude towards the problems related to social activities and the use of economic instruments in order to deal with social problems. Hitherto public interventions have not taken advantage from the chance given by the European funds. The continuation of present public policy in this area does not portend anything good. Therefore the pact is a test - both for social economy milieu itself and for public administration. In the article the hopes attached to the work on pact provisions have been described and the solutions that can bring about the real change resulting from the pact conclusion have been presented. The question whether that will be feasible does not depend merely on the pact conclusion. However its conclusion could highly contribute to such sort of a change. (original abstract)

Spółdzielczość w wielu regionach świata stanowi ważny element gospodarki - tworząc stabilne miejsca pracy i przyczyniając się do wzrostu PKB. W Polsce ten sektor przeżywa duże trudności w dostosowaniu się do ciągle zmieniającego się rynku. Jednak pomimo wielu barier w funkcjonowaniu, spółdzielcza forma posiada ogromny potencjał do zaspokajania niektórych potrzeb państwa i społeczeństwa. Do jej atrybutów można z pewnością zaliczyć: zdolność do tworzenia stabilnych miejsc pracy, umiejętność dostarczania określonych usług społecznych w odpowiedzi na pojawiające się potrzeby oraz kształtowania postaw przedsiębiorczych i odpowiedzialnych społecznie wśród młodzieży. Z pewnością potrzebne są jednak zmiany w prawodawstwie, aby spółdzielcza forma mogła być częściej wykorzystywana. Zmiany te powinny zmierzać w kierunku jej unowocześnienia, dostosowania do warunków wolnego i dynamicznego rynku, przy jednoczesnym zachowaniu instrumentów pozwalających na realizację w praktyce międzynarodowych zasad spółdzielczych. The co-operative movement in many regions of the world constitutes the important element of economy - by creating stable workplaces and contributing to the GNP. In Poland the sector meets a number of difficulties in self adjustment to constantly transforming market. However, despite many barriers in operation, the form of co-operative possesses huge potential in meeting certain needs of state and society. Its attributes include: ability to create workplaces, ability to deliver certain social services as a reaction to emerging needs and forming among the youth the attitudes that are business and socially responsible. Obviously, some changes in legislation are highly desirable in order to make more frequent use of the co-operative form. Those changes ought to be directed towards its modernisation, adjustment to free and dynamic market but at the same time providing instrument enabling practical introduction of international principles of the co-operative movement. Zagospodarowanie przestrzeni miejskiej jest elementem podnoszenia konkurencyjności miasta jako miejsca zamieszkania. W opracowaniu przedstawiono oceny aktualnie zajmowanego miejsca zamieszkania, preferencje oraz hierarchię potrzeb mieszkańców Strykowa ujawnionych w 2010 i 2015 r. Pokazano jakie działania poczyniły władze Strykowa w tym okresie i jakie miały one przełożenie na poprawę wizerunku miasta jako miejsca zamieszkania. Wskazano również obecnie najbardziej pożądane działania w opinii mieszkańców dla poprawy jakości ich miejsca zamieszkania.

Development of urban space is an element raising the competitiveness of the city as a place of residence. The paper presents the assessment of the place of residence, preferences and hierarchy of needs of Stryków residents revealed in 2010 and 2015. Actions taken by the Stryków authorities during this period and how they contributed to improve the image of the city as a place of residence were indicated. It also identifies today’s most desirable actions, in the opinion of the residents, to improve the quality of their place of residence.
