One of the ways to convince investors, in particular foreign ones, to participate in the pursuit of host country’s economic policies leads through the development of Special Economic Zones (SEZs), which are designed to offer business environment more favourable than in other locations. The SEZs, which have been established and developed in Poland, play a positive role in attracting foreign direct investment (FDI) or creating new jobs but they may also have negative consequences, such as deepening regional disproportions in the country. This paper aims at examining whether location in a particular region (understood as a unit of administrative division of the country at the level of a voivodship) could be a factor determining the inflows of foreign direct investment (FDI) to the SEZs. The study uses statistical methods (Spearman’s rank correlation and Pearson correlation). Our calculations have shown statistically significant positive relationships between FDI inflow to SEZs and coefficients that describe the attractiveness (collective and partial) and economic advancement of voivodships. However, it seems that against hopes vested in them, SEZs do not reduce regional economic differentiation in Poland. The results may suggest the need to reconsider the so far applied policy designed to support investors. At the same time, they prove that State interference intended to mitigate market imperfections may itself become the source thereof.
In this paper, written with the premise of the migration of investment capital in globalising economy, differences in levels of taxation are discussed against the background of competition laws of individual member states aiming to maximise the volume of investment capital. Analysed from this aspect, realisation of European harmonisation projects which are in fact attempts atunification seems impossible. What is more, if the projects were to be realised, this would be disadvantageous to countries unable to compete for investment capital in a different way. Poland, which has neither the cheapest work force, nor the best infrastructure supporting business investing, is discussed in this context. Special Economic Zones that exist in Poland have been examined and related to some ‘tax havens’ of the Eurozone.

Artykuł omawia zagadnienia związane z występowaniem różnic w wysokości podatków. Zagadnienia te omawiane są w nawiązaniu do polityki konkurencji poszczególnych krajów o pozyskanie jak największego wolumenu kapitału inwestycyjnego. W artykule przyjęto założenie o migrującym kapitale inwestycyjnym w globalizującej się gospodarce. W tym aspekcie działania administracji unijnej realizującej projekty harmonizacyjne, będące de facto unifikującymi są niemożliwe do realizacji. Realizacja ich byłaby też niekorzystna dla państw niemogących konkurować pod innymi względami o pozyskanie kapitału inwestycyjnego. W tym zakresie uwzględniono przypadek Polski, która nie dysponuje ani najtańszą siłą roboczą, ani najkorzystniejszymi warunkami infrastrukturalnymi dla inwestycji biznesowych. W artykule odniesiono się również do polskich Specjalnych Stref Ekonomicznych jako przykładu „rajów podatkowych” występujących w strukturze UE.
Boosting the local economic growth and cohesion policy may be supported by using the public intervention. The local governments may benefit directly and indirectly from the place-based policy implemented as Special Economic Zones (SEZ). SEZ directly increase the employment and the number of firms, while, indirectly, they can raise the local public sector financial performance in the long run by increasing revenues from personal and corporate income taxes. This article assesses the efficiency of this policy at the local level in the context of an institutional environment and inter-agent local diffusion. It also uses the statistical methodology based on the comparison of the empirical density distributions of the economic and financial indicators within the institutional groups to detect the global shift or divergence or convergence patterns. This article examines the Polish experience of public intervention in 1995–2016 with 14 SEZ located in more than 350 different locations. It proves that in general, the financial and economic situation of the municipalities with SEZ did not improve. An institutional analysis of the SEZ operating conditions indicates that the weak operating requirements for SEZ firms together with a poor location cannot constitute a catalyst for local development.
Specjalne strefy ekonomiczne, od 1995 roku, dają możliwość prowadzenia działalności gospodarczej na preferencyjnych warunkach. W kontekście pojawiających się nowych pomysłów dotyczących SSE, których ważnym elementem są przywileje fiskalne, interesujące wydaje się zwłaszcza znalezienie odpowiedzi na pytanie, jak dotychczas przedsiębiorcy działający w SSE wykorzystywali tego rodzaju przywileje. Aby osiągnąć cel główny niniejszego opracowania, autor będzie starał się znaleźć odpowiedzi na następujące pytania: Ile wynosiła wartość przyznanych przedsiębiorstwom przywilejów fiskalnych w specjalnych strefach ekonomicznych? Jak wyglądała struktura przedsiębiorstw, które korzystały z przywilejów wg wielkości przedsiębiorstw? W których powiatach przedsiębiorstwa korzystały z zachęt podatkowych w sposób najbardziej intensywny? W których województwach kwota przyznanych zachęt podatkowych była najwyższa? Analiza zostanie dokonana w latach 2009- -2015, za pomocą autorskiej analizy bazy danych SUDOP.

Special Economic Zones, since 1995, offer the possibility of conducting business activities on preferential terms.In the context of emerging new ideas regarding SEZs, which are important elements of fiscal incentives, it seems particularly interesting to find an answer to the question of how entrepreneurs operating in SEZ have used such incentives so far. The aim of this article will be to find answers to the questions: How much was the value of fiscal incentives granted to enterprises in Special Economic Zones? What was the structure of enterprises that used the incentives according to the size of enterprises? In which poviats enterprises have benefited from tax incentives in the most intense way? In which voivodships, the amount of tax incentives granted was the highest? The analysis will be made in 2009-2015 using the SUDOP.
Jednym z narzędzi przyspieszenia procesu transformacji polskiej gospodarki bez wątpienia miejsce do lokowania inwestycji w stopniu znaczącym dla gospodarki przyciągnęły inwestorów, w tym w szczególności inwestorów zagranicznych. Obecnie Specjalne Strefy Ekonomiczne w Polsce funkcjonują od przeszło dwudziestu lat, dlatego warto zadać pytanie – czy wciąż skutecznie spełniają stawiane przed nimi oczekiwania dywersyfikacji działalności gospodarczej i unowocześniania polskiego przemysłu, czy może jednak przyczyniają się do petryfikacji mało korzystnej struktury nakładów inwestycyjnych? Poszukiwaniom odpowiedzi na to pytanie podporządkowano rozważania prowadzone w niniejszym artykule, przy czym roboczą hipotezę sformułowano następująco: specjalnym strefom ekonomicznym udaje się nie tylko zdywersyfikować działalność gospodarczą w Polsce, ale wręcz modernizować ją poprzez faktyczny wpływ na strukturę branżową inwestycji przedsiębiorstw przetwórstwa przemysłowego. W pierwszej części artykułu przedstawiono specjale strefy ekonomiczne jako miejsce do lokowania inwestycji, następnie porównano poziom nakładów inwestycyjnych w stosunku do Produktu Krajowego Brutto w Polsce i w innych krajach Unii Europejskiej, wskazując na zasadności stosowania i utrzymywania w Polsce instrumentów kreujących sprzyjające warunki do inwestowania. W kolejnej części artykułu uwagę skupiono na docelowym przedmiocie rozważań to jestocenie wpływu struktury branżowej inwestycji w strefach na strukturę inwestycji w Polsce. Ocenę tę przeprowadzono w oparciu o obejmującą lata 2010-2015 analizę porównawczą struktury nakładów inwestycyjnych ponoszonych w strefach ekonomicznych oraz poza strefami, z wykorzystaniem współczynnika podobieństwa struktur oraz wybranych wskaźników dywergencji.

Special Economic Zones were one of the tools to accelerate the economic transition process in Poland. SEZs, being an attractive place to invest, significantly attracted investors to the economy, in particular foreign investors. Currently, the Special Economic Zones have been in existence for more than twenty years in Poland, so it is worth asking – do they still meets the expectations of diversification of economic activity and modernization of the Polish industry, or do they contribute to perpetuates of the unfavorable structure of investment? The answers to this question became the subject of considerations conducted in this paper. The working hypothesis was formulated as follows: special economic zones succeed not only to diversify economic activity in Poland, but to modernize it by actually influencing the branch structure of industrial enterprises’ investment. In the first part of the article, special economic zones are presented as a place to invest, then investment outlays to the Gross Domestic Product in Poland and other European Union countries were compared, indicating the appropriateness of using and maintaining instruments creating favorable conditions for investing in Poland. In the next part of the article, the author focused on the target object of the analysis, i.e. the assessment of the impact of the branch structure of investment in Zones on the structure of investment in Poland. This assessment was based on the comparative analysis of the structure of investment outlays in economic zones and outside the zones (in years 2010–2015), using structural similarities indicators and selected divergence indicators.
After fife month the special economic zone Kaesong Industrial Complex (KIC) in North Korea was reopened again on 16 September 2013. By this way, it is the last remaining centrepiece of North–South economic cooperation on the Korean peninsula. Established during the period of “Sunshine policy” (1998 – 2007) and opened in 2003 the project was controversial from the first beginning. This article will give an overview about the history of the project explaining its economic importance for both sides and the peaceful development in Korea. While KIC was assumed to strengthen inter-Korean relations, to improve knowledge of North Koreans about market economy, competition and democracy at all, it failed. What remains is a possibility for North Korea to earn money from the South – and for South Korea a possibility to use the cheap labour force of the North. In contrast, all political attempts grasped at nothing. Therefore, also the last remaining relict of this era should be closed down finally.

Po pięciu miesiącach, specjalna strefa ekonomiczna Kompleks Przemysłowy Keasong (ang. Kaesong Industrial Complex, KIC) w Korei Północnej została ponownie otwarta 16 września 2013 roku. Stanowi to ostatnią pozostałą oznakę współpracy gospodarczej pomiędzy północą o południem na Półwyspie Koreańskim. Ustanowiony w okresie „słonecznej polityki” (1998-2007) i otwarty w 2003 roku projekt było kontrowersyjny od samego początku. Niniejszy artykuł zawiera przegląd historii projektu, wyjaśniając jednocześnie jego znaczenie dla obu stron oraz dla pokojowego rozwoju w Korei. KIC miał wzmocnić relacje międzykoreańskie, poprawić wiedzę mieszkańców Korei Północnej na temat gospodarki rynkowej, konkurencji i demokracji, jednak zakończył się niepowodzeniem. Pozostała jedynie możliwość zarobienia przez Koreę Północną pieniędzy od Korei Południowej, a dla Korei Południowej – możliwość wykorzystywania taniej siły roboczej z Północy. Co więcej, wszystkie próby polityczne spełzły na niczym. Z tego względu, jedyny ostały relikt tej ery powinien zostać ostatecznie zamknięty.
In the context of increasing reliance on Special Economic Zones (SSE) in Poland the question of the efficiency of SSEs’ operations becomes vital, especially considering the costs of their functioning. This study evaluates the efficiency of SSE as a regional policy tool in Poland with the use of unique, firm-level dataset. The empirical analysis – based both on difference-in-difference analysis as well as panel data models points to positive impact of SSE on employment and capital in hosting poviats.

W kontekście rosnącego wykorzystania Specjalnych Stref Ekonomicznych w Polsce, które niesie za sobą koszty dla sektora finansów publicznych, istotne jest pytanie o efektywność tego narzędzia polityki gospodarczej. Dotychczasowe badania empiryczne nie udzielają odpowiedzi na to pytanie. Niniejszy artykuł ma na celu uzupełnienie tej luki i przeprowadzenie analizy wpływu SSE na wyniki gospodarcze powiatów w oparciu o unikatowy zbiór danych dotyczący działających działalności poszczególnych firm funkcjonujących w SSE w latach 2003-2012. Przeprowadzona analiza empiryczna wskazuje na pozytywny wpływ SSE na aktywność ekonomiczną powiatów. Wyniki analizy difference-in-difference sugerują, iż działanie SSE mogło przyczyniać się do poprawy warunków gospodarczych powiatów, w których funkcjonowały. Równocześnie analiza statystyk opisowych sugeruje, że wpływ funkcjonowania SSE na sytuację gospodarczą powiatów nie jest liniowy. Na pozytywny wpływ SSE wskazują również wyniki estymacji modeli panelowych: zatrudnienie i kapitał ulokowany w SSE przyczynia się do bardziej niż proporcjonalnego wzrostu liczby pracujących i środków trwałych w powiecie.
The main aim of establishing Special Economic Zones (SEZs) is, among others, preventing the marginalization of less developed regions. The studies’ results, concerning the impact of SEZs on the economy are equivocal. The main aim of this study is to evaluate the impact of SEZs on the regional economy development on the region of Lodz example. Study is based on the statistical data, gathered from the Central Statistical Office for the period 2007–2013. The results indicate that SEZs have a positive influence on entrepreneurship development at regional level measured by the level of investment expenses and value of production sold.

Celem tworzenia Specjalnych Stref Ekonomicznych (SSE) jest m.in. zapobieganie marginalizacji regionów słabiej rozwiniętych. Wyniki badań dotyczących oddziaływania SSE na gospodarkę są jednak niejednoznaczne. Celem niniejszego opracowania jest ocena wpływu Specjalnych Stref Ekonomicznych na rozwój gospodarki na poziomie regionalnym, na przykładzie województwa łódzkiego. Badanie przeprowadzono w oparciu o dane Głównego Urzędu Statystycznego za lata 2007–2013. Z przeprowadzonej analizy wynika, że SSE mają korzystny wpływ na rozwój przedsiębiorczości w regionie, mierzonej poziomem nakładów inwestycyjnych przedsiębiorstw oraz wartością produkcji sprzedanej.
