W artykule zostały omówione wybrane zagadnienia związane z procesem określania priorytetów w polityce naukowej i technologicznej oraz tworzeniem strategii inteligentnej specjalizacji. Tworzenie strategii inteligentnej specjalizacji wpisuje się we współczesne trendy dotyczące procesu określania priorytetów w polityce naukowej i technologicznej. Strategia inteligentnej specjalizacji stanowi ich rozwinięcie i uzupełnienie, w szczególności w zakresie oddolnego określania priorytetów i ukierunkowania priorytetów na potrzeby użytkowników. Strategia inteligentnej specjalizacji kładzie również większy nacisk na monitorowanie interwencji publicznej oraz wykorzystanie wynikających z tego wniosków do poszukiwania nowych nisz i obszarów specjalizacji oraz do prowadzenia polityki opartej na dowodach.

The article presents some aspects of the processes of setting priorities in science and technology policy and developing smart specialization strategy. The process of developing smart specialization strategy is in line with present trends in setting priorities in science and technology policy. The smart specialization strategy develops and complements the bottom-up and user-oriented approach in setting priorities for science and technology. It also puts greater emphasis on monitoring public intervention and taking advantage of this monitoring’s results for identifying new niches and specialization areas as well as conducting evidence-based policies.
