This paper presents the issues related to the objectives of the Europe 2020 strategy, which points to the need to build a digital society. Part of building this kind of society is the creation and use of databases. Education Information System is one such database, which provides information on education and allows to determine the availability of schools in rural areas. This article is an attempt to answer if schools located in rural areas are characterized spatial availability, as well as the capacity to build pupil–teacher relationship. The text presents the analysis of two levels of education, it means primary and secondary schools. The article emphasizes possibilities use of Educational Information System for the management of education at the local level. The article emphasizes the fact that local authorities have access to database with more specific information, so local authorities can conduct advanced analysis. Databases allow for determination of the directions of migration in the various educational entities including rural areas or in urban-rural relationships. It should be noted that all data stored in the state, regional and local resource permit to use them for the purpose of research, analysis and simulation in local government units. It is possible thanks the dissemination of statistical tools and geographical information systems.

Artykuł prezentuje możliwości wykorzystania bazy danych do oceny dostępności szkół podstawowych i gimnazjalnych. System Informacji Oświatowej dostarcza informacji o oświacie, co w konsekwencji pozwala na określenie dostępności szkół na obszarach wiejskich. Artykuł jest próbą odpowiedzi, czy szkoły zlokalizowane na obszarach wiejskich charakteryzują się dostępnością przestrzenną szkół. Zagadnieniem omawianym w artykule jest również kwestia jakości kształcenia oceniana przez liczbę uczniów przypadających na jednego nauczyciela.

This article contributes to the literature on early retirement transitions by testing a line of explanations of this phenomenon in a specific context of public sector employment. It utilizes waves 2006 and 2007 of a longitudinal data set of employment histories of Polish teachers (SIO). Standard structural explanations of early retirement transitions, i.e. labor force restructuring and devaluation of human capital of older workers do not find support in the data. Multilevel logistic regression models show instead that the considerable variance in early retirement risks found in the data can to some degree be explained by labour mobility of prime aged teachers, supporting the thesis of a labor market as generational figuration. The analyses identify two early emploment groups among Polish teachers: 49–54, and 55–59 year olds. Whereas retirement transitions in the younger group are to a greater extent attributable to individual pull factors (like work commitment), regional variation plays a greater role in the older “early retirees” group indicating higher risks of involuntary early retirement in this group.
