The paper provides an overview of the selected aspects of the fiscal law of the Ottoman Empire between 1839 and 1876. In particular, the emphasis is placed on examining the evolution of state taxes in the context of the system as well as the institutions of the state budget, which were based on the rules of Sharia law in the early stages of the Ottoman statehood, while a general tendency towards their westernization was noticeable from 1839 onwards.

Artykuł stanowi przegląd wybranych aspektów prawa skarbowego Imperium Osmańskiego w latach 1839–1876. Nacisk położono w nim na zbadanie ewolucji podatków państwowych w kontekście ustrojowym oraz instytucji budżetu państwa, które we wczesnym etapie państwowości osmańskiej oparte zostały na regułach prawa szariatu, zaś od 1839 r. widoczna stała się tendencja do ich westernizacji.

This article deals with analysis of publication of Gülhane noble decree (3 November 1839) which is an eminent event in the modern history of the Ottoman Empire. Promises of sultan Abdülmecid I contained in this document in fact opened the door for a reform period called tanzimat, which is mostly put between years 1839–1876. This article also focuses on earlier attempts of reorganization and modernization of the empire, especially on reforms of sultan Selim III and sultan Mahmut II. Knowledge of these reforms is necessary for understanding the events of 1839. An important part of this article is formed by analysing circumstances of Gülhane decree origins and the English version of its text.

The following article examines a slightly different kind of cross-cultural contacts during the 19th century Ottoman Balkans through authentic examples in this historical context – a very specific case study within the period of the Tanzimat reforms and Westernization of the Late Ottoman Empire. This case study is about the Ottoman Cossacks Regiment, a first of its kind, almost entirely Christian military unit, created by the Polish convert Michał Czajkowski – Sadık Pasha. This case study incorporates mainly Slavic non- Muslim subjects of the Sultan from Ottoman Rumelia as well as some European emigrants, all of them as soldiers, sergeants, and officers of the Ottoman Cossacks Regiment, their interactions and conflicts with each other, their relation and reception with the Muslim subjects and the Ottoman state, all against the fabric of the Tanzimat.
