Przedstawiono także założenia i główne obszary oraz kierunki rozwoju Małopolski zawarte w Regionalnej Strategii Innowacji Województwa Małopolskiego 2014-2020, z której wynikają potencjalne działania w zakresie rozszerzania form współpracy przedsiębiorstw z otoczeniem biznesu w transferze technologii. The article analyzed the situation in Malopolska SME sector in the context of a possible acquisition of public support for technology transfer. The analysis of quantitative characteristics of the subjects of SME sector in the Malopolska as potential buyers of consulting services. It presents the assumptions and the main areas and directions of development of Malopolska contained in the Regional Innovation Strategy of the Malopolska Region 2014-2020, supporting the potential actions of the wider forms of cooperation between enterprises and business environment in the transfer of technology.(original abstract)

W dzisiejszych czasach wdrażanie nowoczesnych technologii staje się jednym z najistotniejszych czynników wpływających na tempo rozwoju poszczególnych podmiotów oraz całej gospodarki. Postęp technologiczny zwiększa skłonność przedsiębiorstw do poszukiwania własnych rozwiązań technologicznych oraz dzielenia się nimi, a to z kolei wpływa na wzrost roli transferu technologii we współczesnej gospodarce, w szczególności wśród podmiotów o dużym potencjale technologicznym (przemysł wysokiej techniki). Innowacyjne przedsięwzięcia wymagają jednak nawiązywania formalnej bądź nieformalnej współpracy z innymi podmiotami. Przeprowadzone badania potwierdzają, iż przedsiębiorstwa należące do badanego sektora niechętnie współpracują z innymi podmiotami w ramach transferu technologii.

Nowadays implementation of modern technologies is becoming one of the most important factors affecting the pace of development of the enterprises and the entire economy. Technological progress increases the tendency to seek and share technological solutions and for that reason role of technology transfer in the modern economy is increased, especially in enterprises with high technological potential (high-tech manufacturing sector). Innovative projects require formal or informal cooperation with other entities. The study confirmed that a small percentage of enterprises from high-tech manufacturing sector cooperates with other entities technology transfer processes.

Zdolność do transferu technologii jest jednym ze wskaźników innowacyjności w aspekcie szybszego procesu konwergencji technologicznej. Tym samym szczególnego znaczenia nabiera stworzenie i wykorzystanie warunków do transferu technologii poprzez wzrost nakładów na B+R, rozwój infrastruktury instytucjonalnej oraz stworzenie sieci współpracy obejmującej podmioty regionalnego systemu innowacji (RSI). Zaniechanie tego typu działań, szczególnie w dobie coraz większej otwartości i liberalizacji gospodarczej, może spowolnić zmniejszanie dystansu rozwojowego Podlasia w stosunku do Polski i krajów UE. W opracowaniu przedstawiono obecny stan transferu technologii na Podlasiu oraz możliwości jego rozwoju przez stworzenie odpowiednich warunków organizacyjnych i instytucjonalnych.

Ability to technology transfer is one of the main indicators of innovation in aspect of faster technology convergence. In that case, most important is creating and utilizing technology transfer features via higher expenditures on R&D, development of institutional infrastructure and regional innovation system’s agents. The failure of the technology transfer support, particularly in the period of wider openness and liberalization could bring to a stop the process of technological convergence in Podlasie in relation to Poland and EU regions. This paper shows position of technology transfer in Podlasie and analyzes possibilities to development organizational and institutional conditions for faster technology convergence.

We współczesnej gospodarce korporacje transnarodowe przodują zarówno w prowadzeniu prac badawczo-rozwojowych (B+R), jak i w procesie wdrażania i rozprzestrzeniania rozwiązań innowacyjnych. W artykule podjęto próbę ukazania efektów ekonomicznych związanych z inwestycjami bezpośrednimi, które znajdują swe odzwierciedlenie w procesie dyfuzji technologii, wiedzy i umiejętności właśnie przez korporacje transnarodowe. Wyniki badania ankietowego określają zakres oddziaływania kapitału zagranicznego w formie bezpośrednich inwestycji zagranicznych na budowanie potencjału konkurencyjnego regionu w zakresie poruszanych w badaniu aspektów.

In the modern economy, transnational corporations are leading both in conducting research and development (R&D) as well as in the process of implementation and dissemination of innovative solutions. The article attempts to show the economic effects associated with direct investments, which are reflected in the process of diffusion of technology, knowledge and skills by transnational corporations. The results of the questionnaire survey determine the scope of the impact of foreign capital in the form of direct foreign investments on building the region’s competitive potential in terms of the aspects discussed in the study.

It is the aim of the article to depict the design and implementation of organizational innovation: Model SPIN. Model was tested at universities in Małopolska voivodship. It is based on the establishment and development of Knowledge Centers dedicated to the specific fields of technology (biotechnology, smart grids, green building, translational medicine). The implementation is discussed through the description of the risks associated with it. The article is concluded by the general reflections about the cooperation of public administration, universities and enterprises.

This paper discusses selected aspects of the role of FDI in the process of technology transfer in the Polish manufacturing sector during years 2004-2010. The analysis of statistical data describing the changes of the structure of the foreign core capital located in divisions of the manufacturing sector in Poland, as well as selected indexes of innovation activity of enterprises from this sector show that the processes of technology transfer by foreign investors could have been intensified in the analyzed period.
