The article shows the importance of transport policy issues in the development of transport systems. Author selected the information related to the establishment of a common transport policy of the European Union. Particular emphasis was put on the Polish transport policy and its priorities. Discusses the most important legislation for the Polish transport policy and the objectives and directions of its development is shown.

Inland navigation in Germany uses the financial support programs in such areas as the fleet modernization, trans- shipment device building for combined transport, research and development, including subsidizing low-emission engines, subsidizing fleet modernization and the pilot program of new technologies implementation in inland navigation and subsidizing the implementation of the AIS: Automatic Identification System, as well as workforce development. The tools enumerated above, due to the fact they influence new technologies use, effectiveness and business efficiency increase are the impulse for development and for the competitiveness of the inland navigation on the transport services market.

The transport sector is a key sector for sustainable development because of the social and economic benefits that can be achieved thanks to him whit simultaneous minimizing the unfavorable consequences for society, economy and environment. Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

Introduction: Transportation services may be described in systemic categories. Intermodal freight transport is a practical expression of the system approach to transport. Development of the intermodal transport system has brought about the need for the comprehensive grasp of transportation processes. Intermodal transport operators manage the whole transportation service organization process. Hence, a question arises whether the service offered by an intermodal transport operator may be interpreted as a complex system service. Systemness of contemporary products and services consists in that their value for clients is predefined by their place in the whole system of products and/or services as well as by the network of their users. The network language, occurring in this paper, is connected with the development of the notion of network, one of the inspiring ideas in organization and management science of the recent years. Methods: Literature on the intermodal freight transport issue has been analysed by the present author for the purposes of this paper, with a view to the developing idea of marketing of system products. Within the adopted interpretative paradigm, qualitative / quantitative research was used. Case study is used, among others, to interpret a particular situation, in a way that the subsequent description appears as the research result and may be recognized as valuable contribution to the existent knowledge. The aim of the paper is to highlight, following the research results, the necessity to treat the service offered by intermodal transport operators in system categories. Such systemic interpretation points both to the multitude of components of the service and to the arising opportunity for comprehensive solution of the clients' needs and expectations. Results: The outcomes reveal that the service offered by an intermodal transport operator may be recognized as the complex systemic intermodal service. They contribute to the knowledge of intermodal transport and serve as the stepping point for the development of the concept of systemic marketing in logistic services. Conclusions: Proper determination of the systemic essence of the intermodal service constitutes the starting point for the identification of the client's problems as well as for the choice of offered solutions, both in the context of essential and additional values. Due to this reason, the management of an intermodal service creation and delivery has the nature of network management, and the values offered by an intermodal service are conditioned by material elements, without which the provision of the service in accordance with the client's expectations cannot be realized.

Wstęp: Usługi transportowe możemy opisać w kategoriach systemowych. Praktycznym wyrazem systemowego podejścia do transportu są przewozy intermodalne. Powstanie systemu transportu intermodalnego spowodowało potrzebę kompleksowego traktowania procesów transportowych. Operatorzy transportu intermodalnego zarządzają całym procesem organizacji świadczenia usługi. Pojawia się zatem pytanie, czy usługę oferowaną przez operatora transportu intermodalnego można traktować jako złożoną usługę systemową. Systemowość współczesnych produktów i usług polega na tym, że o ich wartości postrzeganej dla klientów decyduje fakt, iż funkcjonują one w określonym, rozszerzonym systemie produktów i/lub usług oraz sieci ich użytkowników. Prezentowany język sieci związany jest z rozwojem w naukach organizacji i zarządzania koncepcją sieci, która staje się inspirującą ideą ostatnich lat. Metody: Dla wyjaśnienia problematyki zastosowano analizę literaturową zagadnienia transportu intermodalnego w ujęciu rozwijającej się koncepcji marketingu produktów systemowych. W ramach przyjętego paradygmatu interpretatywnego wykorzystano badania jakościowo / ilościowe. Studium przypadku jest używane np. do opisu badanej sytuacji w ten sposób, że sam powstały opis jest rezultatem badań i może być uznany za wartościowy wkład do istniejącej wiedzy. Celem artykułu jest zwrócenie uwagi na podstawie wyników badań na konieczność traktowania usługi oferowanej przez operatorów transportu intermodalnego w kategoriach systemowych. Ujęcie systemowe wskazuje na wielość elementów tworzących usługę i wynikające stąd możliwości kompleksowego rozwiązywania potrzeb i oczekiwań klientów. Wyniki: Uzyskane wyniki wskazują, iż usługę oferowaną przez operatora transportu intermodalnego można uznać za złożoną systemową usługę intermodalną. Poszerzają one wiedzę o transporcie intermodalnym stanowiąc tym samym przyczynek dla rozwoju koncepcji marketingu systemowego w usługach logistycznych. Wnioski: Właściwa identyfikacja istoty systemowej usługi intermodalnej stanowi podstawę dla rozpoznania problemów klienta oraz proponowanych mu rozwiązań w kontekście wartości podstawowych i dodatkowych. Z tego powodu zarządzanie tworzeniem i świadczeniem usługi intermodalnej ma charakter zarządzania siecią, a wartości oferowane przez usługę intermodalną są warunkowanie elementami materialnymi bez których usługa dla klienta zgodnie z jego oczekiwaniami może zostać niewykonana.

Transportation is one of basic factors affecting localization and shaping of the city. Constant development of transportation technology determines changes in space, number of inhabitants and shape of the city. At the same time urban transportation system unwittingly has initiated negative events, like the natural environment deterioration, growing congestion and increase in number of traffic accidents. This in contrary to sustainable development of the city, which postulates supporting high quality of life of present and future inhabitants. There of it is necessary to change the scope as well as forms of mobility in urban areas. Obtaining of desired solutions requires transportation strategy integrated with spatial planning. Lack if such integration is excessive stimulation of mobility connected with basic needs of inhabitants. Proper integration of spatial planning and transportation should be manifested in ensuring necessary interdependence of the policy "city today" with policy "city tomorrow".

In the paper an innovation approach to modelling and coordination of intermodal network is given. The main aim of the carried out research was to create the solution, which would eliminate existing barriers concerning development on intermodal haulages. Moreover, created solution takes into consideration strong relations between actors involved in transport processes and the transport system of the region/country. Based on the carried out direct interviews and series of workshops with the industry, the need for coordinated and innovative approach to the intermodal issues were identified. Coordination applies to all intermodal processes executed by group of interested, independent companies, organisation of business and public administration. The aim of the paper is to present the concept of the polish intermodal cluster carried out by the Institute of Logistics and Warehousing in Poznan based on the real market expectations.

The main objective of the article is to point to the necessity of changes in the approach to transport systems and the ways of analyzing and diagnosing problems within them, irrespective of the level - local, regional, national or international. Heading towards the objective, the author focuses on presenting conditions and global civilization trends which create new perspectives of economic development, yet providing that decision makers will see the ever-growing role of logistics at the macroeconomic scale; they will discard their narrow view through the transport sector and look toward the logistic sector; and they will replace traditional transport policy with logistic policy.

The dynamic development of metropolitan areas in Poland poses increasing challenges for organization of transport systems. A spatial expansion of metropolis and a separation of places of residence from work and services increase the mobility of society. An excessive development of motorization and low competitiveness of public transport cause chronic congestion in the road network of metropolitan areas. In such a situation, the best solution can be railways integrated with an urban public transport and Park & Ride infrastructure near train stations in the suburbs.

The significance of transport results from the multilateral links it has with all forms of activity. Transportation is an activity that may influence the development of the whole economy. It may affect its stimulation or inhibit its growth. In Poland, due to the convenient location in the centre of Europe and at the intersection of major transportation routes, are created good condition for transit service and development of TSL companies. However, there is no coherent and well-functioning transport system, integrated with European and global, which inhibit the development of global trade. Polish transport SWOT analysis indicates its strength, which can be properly used and will increase the opportunities and will avoid risks of development.

The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

Transport accessibility can be considered as one of the assessment measure of transport. It should be stressed that its measurement is based on the analysis of transport infrastructure. The general thesis can be accepted which assumes that improving accessibility is conditioned by the development, expansion or modernization of transport infrastructure. In the analysis associated with the transport accessibility is the concept of accessibility of transport services and communication accessibility. It must be admitted that the analysis of these concepts is not as widely regarded in the literature as the general problem of transport accessibility. Accessibility of transport services is conditioned by an area of gravity, cohesion, transport system, number of transport points, transport suprastructure and organization of the carriage process.

Transport infrastructure plays a vital role in the economic development of the country. The increase in passenger and freight transport increases the demand for quality and quantity infrastructure. The purpose of this article is to provide guidelines for improving the efficiency of road network management in Poland. The importance of modern telematics technology in the management of the existing road networks and the need for cooperation of transport infrastructure management bodies have been pointed out.
