The Polish system of vocational rehabilitation works on the basis of the four following forms of participation and employment for people with disabilities: occupational therapy workshops, professional activity facilities, sheltered workshops and the open labor market. Each of these forms may use financial support in form of grants and refunds, which are by law different as to the amount and extent. Expectations differ as well as to the effects of rehabilitation. One can expect the support system will, in a particular way, give priority to creating conditions for effective rehabilitation and work in proportion to the degree of disability and its severity. Do the solutions in place meet these conditions? For 20 years of functioning, the current system has been subject to many changes, especially in the financial area. The current direction of evolution of the system leads to the question about its effectiveness and efficiency both at national level and at the level of voivodships. The purpose of the article is to analyze the effectiveness of the systemic solutions implemented in Poland in the scope of vocational activation of people with disabilities. The analysis conducted at the voivodship level covers assessment of the various effects of actions taking into account the level of unemployment and labor force participation rate of persons with disabilities, the number of entities participating in the system (sheltered workshops, professional activity facilities, occupational therapy workshops), the total population labor activity and structure of the entities participating in the system. The results of analysis lead to the conclusion that the real values of indicators characterizing economic activity of people with disabilities differ from the model values taken as assumptions for objectives of the declared public policy, and lead to questions about the effectiveness of support tools and pertinence of the directions of change.

Autorki zaprezentowały wyniki ankiety przeprowadzonej wśród osób długotrwale bezrobotnych w pow. sulęcińskim. Przedstawiona analiza dotyczyła sytuacji rodzinnej i finansowej badanych osób, ich aktywności w życiu codziennym, posiadanych kwalifikacji, aktywizacji zawodowej oraz ich stosunku do działań podejmowanych przez urząd pracy.

The aim of the article is to present results of a survey of long-term unemployed people in the Sulęcin powiat. The analysis refers to the family, financial, situation of respondents, their activities of daily living, qualifications, activities aimed at professional activation and their relation to activities undertaken by employment offices. In years 2012-2014 the Local Labour Office in Sulęcin has been executor of an innovative project in collaboration with a German company. The Authors of this paper took part in this project, realizing stage Analysis and diagnosis of the problem of long-term unemployment in the Sulęcin powiat.(original abstract)

The study identifies the basic legal instruments relating to the transfer of knowledge in the labour market. Lack of proper coordination of the education system with the needs of the economy makes it necessary to take appropriate action. First of all they relate to training and professional people who have difficulty in finding jobs.

For several years subsidies for the unemployed have been one of the main instruments adopted by institutions operating on labour market in Poland. At the same time, they are particularly popular among the unemployed. Nearly 265 000 people have used this form of vocational activation since 2007. Subsidies on starting business activity are specific tool. Their main aim is to promote self-employment and it is beyond any doubt that this objective has been accomplished as subsidies, along with refunds, are the only instruments characterized by 100% effectiveness as far as employment is concerned. Nevertheless, Labour Fund incurs considerable expenditure on subsidies on starting business activity, and spending per beneficiary is considered the form of assistance characterized by the highest cost-effectiveness. The article attempts to analyze the importance of subsidies in the system of labour market instruments used in Poland, both in a macro and mezoeconomic perspective, as well as analyze expenditures on this objective and their efficiency. The analysis covers the period from 2007 to 2011. Information was collected mainly from statistics and compilations published by the Ministry of Labour and Social Policy as well as report entitled "All-Poland survey on vocational activation designed for the unemployed, i.e. resources for starting business activity provided by Labour Fund".

Celem opracowania jest ukazanie faz rozwoju zatrudnienia i bezrobocia w Szwecji w latach 80-tych i 90-tych XX wieku. Oceniono efekty restrukturyzacji w rolnictwie, przemyśle i usługach, a także zmiany w poziomie, dynamice, strukturze i natężeniu bezrobocia na tle Unii Europejskiej.
