Celem artykułu jest próba oceny działań w zakresie zarządzania kryzysowego w gminie Uniejów podejmowanych w celu ochrony ludności i mienia przed powodziami. Dokonano analizy skutków powodzi, jakie w ostatnich latach wystąpiły na badanym obszarze. Przedstawiono również zakres działań, jakie podejmują władze w celu ograniczenia negatywnych konsekwencji tego zjawiska. Stwierdzono, że do największych strat w ostatnich latach doprowadziła powódź z 2010 r., której przyczyną były z jednej strony intensywne opady deszczu, z drugiej zaś zrzuty wody ze zbiornika Jeziorsko. Władze podejmują jednak działania zarówno techniczne, jak i nietechniczne, w celu minimalizacji szkód powodziowych, które ocenić należy pozytywnie.

The purpose of this article is evaluation of crisis management measures implemented in Uniejów municipality to protect its population and property from flooding. It presents an analysis of the effects of floods that occurred in this area in recent years, as well as actions taken by the authorities to minimize the consequences of this type of disasters. It was found that the greatest damages were brought by the 2010 flood, which was caused by intensive rainfall on the one hand, and discharge of water from the Jeziorsko reservoir on the other hand. The measures taken by the authorities, both technical and non-technical, should be evaluated positively.

The subject of the article are investments in the development of tourist, recreational, sports and health infrastructure, as well as production and housing investments that were implemented in 2007–2017 in the area of the urban-rural commune of Uniejów in the Lódź voivodeship and their impact on local development. The starting point in the conducted research was the identification of investment location factors in Uniejów in order to learn the mechanisms of location decisions and motives of entrepreneurs’ activities. The main objective of the research is to determine the impact of investments on local development in the socio-economic and spatial-functional dimension. In order to achieve the above-mentioned research objectives, in-depth interviews with entrepreneurs and an analysis of information and source data obtained from statistical databases, directly from entrepreneurs and from the Local Government Office were carried out. The research results indicate that the socio-economic changes observed in the Uniejów commune have been initiated since 2001 thanks to the use of geothermal water for heating, balneotherapy and recreation purposes. This activity once led to a poor urban-rural commune of mainly agricultural character with a small town of Uniejów for visible development of tourist infrastructure and for the city and surrounding villages to achieve the status of a health resort, which affected changes in the share of employment in the agricultural sector for the benefit of the services sector. The obtained research results indicate that the dynamic development of the Uniejów commune, lasting for the last decade, has its source in the increase in the number of investments, and is the result of the activity of self-government authorities and various social groups operating in the commune. At the same time, a multiplier effect is observed, as a result of which local government investments and the related development of enterprises generate new investments.

Przedmiotem artykułu są inwestycje w rozwój infrastruktury turystycznej, rekreacyjnej, sportowej i zdrowotnej, a także inwestycje produkcyjne oraz mieszkaniowe, które zostały zrealizowane w latach 2007–2017 na obszarze gminy miejsko-wiejskiej Uniejów w województwie łódzkim, i ich oddziaływanie na rozwój lokalny. Punktem wyjścia w prowadzonych badaniach była identyfikacja czynników lokalizacji inwestycji w Uniejowie w celu poznania mechanizmów decyzji lokalizacyjnych i motywów działań przedsiębiorców. Głównym celem badań jest określenie wpływu inwestycji na rozwój lokalny w wymiarze społeczno-gospodarczym i przestrzenno-funkcjonalnym. W celu osiągnięcia powyższych zamierzeń badawczych przeprowadzono wywiady pogłębione z przedsiębiorcami oraz analizę informacji i danych źródłowych pozyskanych z baz danych statystycznych, bezpośrednio od przedsiębiorców oraz z Urzędu Miasta i Gminy. Wyniki badań wskazują, że przemiany społeczno-gospodarcze zaobserwowane w gminie Uniejów zostały zainicjowane w 2001 roku dzięki wykorzystaniu wody geotermalnej do celów ciepłowniczych, balneoterapeutycznych i rekreacyjnych. Działalność ta przyczyniła się do widocznego rozwoju infrastruktury turystycznej tej niegdyś ubogiej gminy miejsko-wiejskiej o charakterze głównie rolniczym z małym miastem Uniejów, a także do osiągnięcia przez miasto i okoliczne sołectwa statusu uzdrowiska, co wpłynęło na zmiany udziału zatrudnienia mieszkańców w sektorze rolniczym na rzecz sektora usług. Uzyskane wyniki badań wskazują, że trwający przez ostatnie dziesięciolecie dynamiczny rozwój gminy Uniejów ma swoje źródło we wzroście liczby inwestycji, a także jest efektem aktywności władz samorządowych i różnych grup społecznych działających na terenie gminy. Obserwuje się tu jednocześnie efekt mnożnikowy, w wyniku którego inwestycje samorządowe i związany z nimi rozwój przedsiębiorstw generują powstawanie nowych inwestycji.
