State can in different areas and with different intensity to engage in economic and social life. One such area, which certainly requires the activity of the state, and in many dimensions, is the area of municipal services. For the validity of these actions suggest a number of arguments to lead the particular importance and specific characteristics of these services. However, the identification conditions in favor of making and maintain¬ing by the state of activity in the area of municipal services is the only contribution to the discussion about the intensity of his involvement. The aim of this article is to attempt to determine the impact of the state in the area of municipal services. Thus, it is intended both to take inquiries on the existing the extent and strength of the state's involvement in this area as well, which seems nevertheless important, intentional is an indication of alternative proposals.

The article presents issue related to the organisational, legal framework and ownership changes in the Polish municipal economy on the background of countries of Western Europe. The author has attempted to answer the question, which model of the organisation of municipal services choose Polish local governments and in what phase of the privatisation-regulation cycle is Polish municipal economy. The article consist of four parts. The first two chapters presents models of the organisation of municipal services and privatisation-regulation cycle in municipal economy, in West Europe. The next chapters consist of the analysis of the the organisational, legal framework and ownership changes in the Polish municipal economy.
