Research background: Tax evasion is an urgent challenge for governments, as reaching sufficient level of tax revenues enable adequate sustainable economic development. The motivation for the research was thus the identification of the situation in the EU countries. Purpose of the article: The main research objective was to identify the extent of tax evasion in the EU countries, with a subsequent specific focus on the econometric predictive models and a forecast of their future development in the case of Slovakia as the poorest performing country of the V4 in this area. Methods: The research was primarily based on testing selected statistical indicators in the field of tax evasions expressed on the basis of the VAT gap. The data for the research was obtained from the EUROSTAT database and the international system VIES for the period between 2000 and 2017. In addition to panel graphs, the research hypotheses were tested primarily using a cluster analysis, t-test, time series analysis, and an analysis of the time series trend with 4 basic models: linear trend, quadratic trend, growth curve model, and S-curve model. On the basis of the Mean Absolute Percentage Error (MAPE), the S-Curve model was selected as the determining model of predicting tax evasion. Findings & value added: Based on the results of the cluster analysis, the EU countries were divided into five reference groups by the VAT gap value, using the VAT gap percentage share on the overall GDP value. The research also provides a unique methodological framework and a unique econometric model for predicting the future VAT gap in Slovakia as the poorest performing country of the V4 in this area, which is applicable to other V4 and EU countries. The research results also enable policy-makers in the EU countries and specifically also in Slovakia and other V4 countries to compare themselves explicitly with the reference countries of the EU in terms of tax evasion and subsequently adopt adequate measures to improve the effectiveness and performance in this field.
The article presents the authors’ insights into the tax technology tools used by the Polish tax administration, such as artificial intelligence, algorithms, big data analysis, and other technological solutions to support enforcing tax compliance and prevent fraudulent actions. Without the implementation of these modern tax technologies such spectacular reduction of VAT gap in Poland, reconfirmed recently by the European Commission, would not be possible. Special attention is given to the Polish version of SAF-T and split payment method as crucial tools for detection of tax irregularities. In the second part of the article the authors present, inter alia, the unique Polish Clearing House System STIR which is a system used to process data provided by banks and credit unions with the use of specific algorithms.
The fiscal aspects of value added tax in Poland are presented in this article. The value added tax is one of the most profitable tax sources of Polish state budget. In this article, four essential issues are discussed: the role of value added tax in revenue system of state budget in Poland, determinants of fiscal efficiency of value added tax, increasing volume of tax arrears and problems of VAT gap in UE and Poland.

Ponadto poruszono cztery zasadnicze kwestie: roli podatku od towarów i usług w systemie dochodów budżetu państwa, determinanty wydajności fiskalnej tego podatku, problem rosnących zaległości podatkowych oraz luki podatkowej w VAT.
This article attempts to decompose the changes in the value-added tax (VAT) gap in Poland into the cyclical and the structural component. To this end, a methodology for quantifying changes in the VAT gap alternative to the ones commonly used in the literature is proposed. The methodology combines three traditions of tax revenues modelling: the discrepancy method, the tax elasticity estimation, and the so-called indicator methods. The proposed approach makes it possible to quantify changes in the VAT gap while controlling for the business cycle, and thereby to extract their structural component that is most relevant for the long-term sustainability of public finances. The obtained results indicate that the trajectory of the VAT gap in Poland is determined by both cyclical and structural factors. However, their relative importance has changed over time. Since the global financial crisis, structural factors have started to play a greater role, both in the increase of the VAT gap in the years 2008–2012 and its decrease in 2015–2018. Nevertheless, even in the case of 2012–2015, when the gap reached its highest level in the sample period, over 40% of its increase compared to prior to the financial crisis can be explained by unfavourable economic conditions.

W niniejszym artykule podjęto próbę dekompozycji zmian luki VAT w Polsce na części wynikające z działania czynników o charakterze koniunkturalnym i strukturalnym. W tym celu zaproponowano alternatywną względem stosowanych w literaturze metodę jej kwantyfikacji. Łączy ona trzy tradycje modelowania dochodów podatkowych: metodę rozbieżności, metodę szacowania elastyczności dochodów podatkowych oraz tzw. metody wskaźnikowe. Z racji ekonometrycznego charakteru metoda pozwala na oszacowanie zmian luki przy kontroli stanu koniunktury i tym samym oczyszczenie ich z wpływu czynników cyklicznych. Otrzymane wyniki wskazują, że trajektoria luki VAT w Polsce jest efektem działania zarówno czynników koniunkturalnych, jak i strukturalnych. Ich relatywne znaczenie zmieniało się jednak w czasie. Począwszy od światowego kryzysu finansowego większą rolę w determinowaniu zmian luki VAT zaczęły odgrywać czynniki strukturalne, zarówno w przypadku jej wzrostu w latach 2008–2012, jak i spadku w latach 2015–2018. Tym niemniej, nawet w latach 2012–2015, kiedy to luka osiągnęła najwyższy poziom w analizowanym okresie, ponad 40% jej wzrostu w stosunku do okresu sprzed kryzysu finansowego można wytłumaczyć pogorszeniem koniunktury. Z kolei zmniejszenie luki odnotowane w latach 2016–2018 wynikało – zgodnie z otrzymanymi szacunkami – w około 20% z działania czynników o charakterze koniunkturalnym. Bez procyklicznego spadku luka ukształtowałaby się pod koniec próby na poziomie ok. 12–14% zamiast 10%.
This article proposes an alternative methodology for estimating changes in the VAT gap that allows for their timely (quarterly) monitoring. It combines two traditions of tax modelling: calculating a discrepancy between theoretical tax liabilities and the amount of tax actually collected, as well as estimating the elasticities of tax revenues. In this approach, the VAT gap trajectory is associated with a changing elasticity of actual tax revenues with respect to theoretical revenues (or, equivalently, the elasticity of actual revenues corrected for changes in the tax system with respect to the tax base). The method was used to estimate changes in the VAT gap in Poland from 2016 to 2018.

W niniejszym artykule zaproponowano alternatywną względem stosowanych w literaturze metodykę szacowania zmian luki VAT, pozwalającą na jej bieżący (kwartalny) monitoring. Łączy ona dwie tradycje modelowania dochodów podatkowych: metodę rozbieżności oraz metodę szacowania elastyczności dochodów podatkowych względem bazy podatkowej. Kształtowanie się luki VAT utożsamiane jest ze zmianami reaktywności rzeczywistych dochodów podatkowych względem teoretycznych (czyli – ekwiwalentnie – rzeczywistych dochodów względem bazy podatkowej przy kontroli zmian stawek podatkowych). Metoda została wykorzystana do oszacowania zmian luki VAT w Polsce w latach 2016–2018.
The article contains considerations regarding issues on the borderline of national security and broadly understood budget law. In the course of the presentation, the basic concepts are presented and the risk derived from the gap in goods and services tax is connected with national security threats. The article ends with a synthesis of the most important conclusions.

W toku wywodu następuje prezentacja podstawowych pojęć oraz powiązanie ryzyka płynącego z istniejącej luki w podatku od towarów i usług z zagrożeniem dla bezpieczeństwa ekonomicznego kraju. Celem niniejszego artykułu jest określenie, na ile zmiany regulacyjne, głównie w obszarze podatku VAT, mogły wpłynąć na wzrost oszustw w tym podatku w obszarze paliw w Polsce po 2011 r., przedstawienie podjętych środków, przede wszystkim o charakterze legislacyjnym, mających przeciwdziałać temu negatywnemu zjawisku, oraz wstępna ocena ich skuteczności.

The purpose of this article is to determine to what extent regulatory changes, mainly in the field of VAT, could have influenced the increase of tax fraud in the area of fuels in Poland after 2011, presenting measures primarily of a legislative nature to counteract this negative phenomenon and preliminary assessment their effectiveness.
