This study provides a description of the constitutional framework, based on which the National Council of the Slovak Republic adopted the Resolution on the quashing of amnesties of 2017, and subsequently, analyses the key departure points and relevant constitutional arguments leading the Constitutional court to adopt the Finding no. PL. ÚS 7/2017 that confirmed the Resolution of the National Council on the quashing of amnesties, granted in 1998 by former Prime Minister V. Mečiar.

This article discusses the ethnopolitics of Vladimír Mečiar’s government in Slovakia in the period of years between 1994-1998, with a particular focus on the Hungarian minority. The introduction outlines ethnic heterogeneity in Slovakia, giving a brief historical background for some minorities. The next part covers the result of the 1994 parliamentary election, which led to the formation of the HZDS-SNS-ZRS coalition government headed by Vladimír Mečiar as Prime Minister. The study also includes the ideological profiles of the governmental parties, which are linked by strong accentuation of nationalism and statism. The article seeks to analyse the ethnopolitics of the government in the above-mentioned election term, evaluate its positive and negative aspects. In particular, the affairs, new legislation adopted and its impact on the largest Hungarian minority living in Slovakia.

In the analysed period, the process of decomposition of the Czech and Slovak Federal Republic took place, or actually, the culmination of this process. The study is based on the assumption that in the analysed period there were many divisions observed on the political scene, which were the result of the lack of a stable political structure. In the article author uses the method of historical and institutional analysis.

The Slovak Republic is a state in which a significant proportion of the population is of Hungarian nationality. The aim of the article is to analyse cases of violations of the constitutional rights and freedoms of the Hungarian minority between 1994 and 1998. Both the constitution of the Slovak Republic, adopted in 1992, and the acts of international law to which Slovakia is a party guarantee the rights and freedoms of national minorities and ethnic groups. Between 1994 and 1998, Slovakia was ruled by a coalition government headed by Prime Minister Vladimír Mečiar, whose policies led to Slovakia’s isolation in the international arena. During this period, the policy of the Slovak government aimed, on the one hand, at completely marginalising the opposition and, on the other, at restricting the rights of Slovak Hungarians. The study uses the case study method and institutional-legal analysis.

Republika Słowacka jest państwem, w którym znaczny odsetek populacji stanowią osoby narodowości węgierskiej. Celem artykułu jest analiza przypadków naruszeń konstytucyjnych praw i wolności mniejszości węgierskiej w latach 1994–1998. Zarówno uchwalona w 1992 r. Konstytucja Republiki Słowackiej, jak i akty prawa międzynarodowego, którego Słowacja jest stroną, gwarantują mniejszościom narodowym i grupom etnicznym prawa i wolności. W latach 1994–1998 w Słowacji władzę sprawował koalicyjny rząd z premierem Vladimírem Mečiarem, którego polityka doprowadziła do izolacji Słowacji na arenie międzynarodowej. W okresie tym polityka rządu słowackiego miała na celu z jednej strony całkowitą marginalizację opozycji a z drugiej ograniczanie praw słowackich Węgrów. W opracowaniu wykorzystano metodę studium przypadku i analizę instytucjonalno-prawną.

This paper attempts to characterize the political regime in Slovakia in the election period from 1994 to 1998 with Vladimír Mečiar as the Prime Minister. This period could be characterized as a time of struggle between the democratic and authoritarian forces. All Visegrad countries, except for Slovakia, were successful in negotiations of EU and NATO accession. There was actually a realistic threat, that Slovakia would not join the European Union in its first wave of enlargement, together with the Czech Republic, Hungary and Poland. The reason for that was the deficit of democracy in Slovakia. The author of the article tries to classify and define the above mentioned political regime in Slovakia at that time. The main goal of this study is the analysis of the authoritarian features of Mečiar´s rule and their negative impact on domestic and foreign policies of Slovakia until 1998. The article is based on the content analysis from relevant sources of defined research areas.

After “the Velvet Revolution” in Slovakia and Czechia in 1990, the election to the Federal Assembly took place. Two political movements won this election: Civic Forum and Public Against Violence. In the elections to the Slovak National Council a majority of political parties emphasized the need to join European structures as well as ensure equal rights within the Czech-Slovak federation. After a while, differences between Slovakia and Czechia in their respective visions of the future state emerged. Among Czech and Slovak politicians, Vacláv Klaus, Vladimír Mečiar and the representatives of Nationalist Parties stressed separatist trends, whereas President Vacláv Havel was the main supporter of maintaining the federation. In connection with the growing nationalist sentiments among Czechs and Slovaks, the disintegration process of the state could not be stopped. Finally, on January 1, 1992, two new states appeared on the political map of Europe: the Czech Republic and Slovak Republic.

Po „aksamitnej rewolucji” w Czechach i na Słowacji w 1990 r. odbyły się wybory do Zgromadzenia Federalnego. Zwyciężyły w nich dwa ruchy polityczne: Forum Obywatelskie i Społeczeństwo Przeciwko Przemocy. W przypadku wyborów do Słowackiej Rady Narodowej większość partii politycznych akcentowała chęć akcesji do struktur europejskich oraz równouprawnienia w ramach federacji. Z czasem narastały rozbieżności pomiędzy Czechami a Słowakami odnośnie wizji przyszłego państwa. Spośród polityków czeskich i słowackich odrębność akcentowali Vacláv Klaus i Vladimír Mečiar oraz przedstawiciele partii nacjonalistycznych. Z kolei największym orędownikiem utrzymania federacji był prezydent Vacláv Havel. W związku z narastającymi tendencjami nacjonalistycznymi wśród Czechów i Słowaków proces dezintegracji wspólnego państwa był nie do powstrzymania. Ostatecznie 1 stycznia 1993 r. na politycznej mapie Europy pojawiły się dwa nowe państwa: Republika Czeska i Republika Słowacka.
