W artykule zaprezentowano kilka luźnych wątków. Po pierwsze, odwołano się do kwestii interpretacyjnych. Po drugie, przyjęto kryterium czasowe do nakreślenia wagi problemu. Po trzecie, nawiązano do ekonomii sektora publicznego, ekonomii instytucjonalnej oraz szkoły neoaustriackiej. Autorka, wybierając wskazany w tytule wątek spośród szerokiego wachlarza zagadnień, chciała skupić się na płaszczyźnie poznawczej. Trudności nastręczał fakt wielokrotnego odwoływania się już wcześniej innych autorów do tematyki państwa. Ominięcie zakresu dotąd mocno eksponowanego nie było zatem łatwe. Wobec powyższego, artykuł jest krótką syntezą kilku problemów badawczych. Ich głębsze rozpoznanie, rozwinięcie i dalsza analiza, w połączeniu z bogatą kwerendą biblioteczną, może stanowić zaczyn obszernej monografii naukowej.

The article presents several threads. Firstly, reference was made to issues of interpretation. Then adopted the time criterion to outline the importance of the issue. Thirdly, reference is made to public economics, institutional economics and neo-austrian economics. The author choosing indicated in the title of the topic from a wide range of issues, she wanted to focus on a theoretical plane. Difficulties caused a great multiple appeals earlier by other authors to the subject of the state. Therefore, the scope has hit almost exposed was not easy. Therefore, the article is a short synthesis of several research problems. Their deeper diagnosis, develop and further analysis, combined with a rich query library, can be a leaven extensive scientific.
