JBiblioteka to innowacyjny pakiet startowy (oparty na open source CMS Joomla!) dla bibliotek publicznych, kładący nacisk na dostępność stron internetowych (accessibility). Biblioteki za jego pomocą mogą wdrożyć gotowy portal internetowy, który z założenia spełnia wymagania standardu WCAG 2.0 (Web Content Accessibility Guidelines) oraz użyteczności (usability) serwisów www. Jest to niezwykle ważne ze względu na Rozporządzenie Rady Ministrów z dnia 12 kwietnia 2012 r. w sprawie Krajowych Ram Interoperacyjności, minimalnych wymagań dla rejestrów publicznych i wymiany informacji w postaci elektronicznej oraz minimalnych wymagań dla systemów teleinformatycznych (Dz. U. 2012, pozycja 526). Rozporządzenie to zobowiązuje podmioty realizujące zadania publiczne do dostosowania serwisów www do standardu WCAG 2.0, uznanego w większości krajów Europy. W artykule zaprezentowano wyniki analizy eksperckiej dotyczącej przeglądu funkcjonalności pakietu JBiblioteka oraz analizy jego dostępności. Głównym celem niniejszego tekstu jest przedstawienie nowych rozwiązań w zakresie dostosowywania serwisów internetowych do potrzeb osób z różnego typu niepełnosprawnościami oraz zaznajomienie środowiska bibliotekarskiego z innowacyjnymi rozwiązaniami w zakresie podnoszenia jakości bibliotecznych serwisów internetowych.

JBiblioteka is an innovative template programme (based on open source CMS Joomla!) for public libraries, which puts an emphasis on the accessibility of internet pages. It allows libraries to introduce an internet portal, which meets the requirements of the WCAG 2.0. standard (Web Accessibility Guidelines) and usability of the webpage services. It is of utmost importance because of the Regulation of the Council of Ministers of 12 April 2012 about the Home Frameworks of Interoperability , the minimum requirements for public registers and electronic information exchange, and the minimum requirements for data transmission systems (Dz. U. 2012, entry 526). The regulation obliges entities of public utility to harmonize the webpage services to the WCAG 2.0 standard recognized in most European countries. The article presents the results of the experts’ analysis concerning the review of the functionality of the JBiblioteka template and the analysis of its accessibility. The main aim of the text is to present new solutions in the field of adjusting internet services to the needs of handicapped people and making librarians acquainted with innovative solutions increasing the quality of the library internet services.

JBiblioteka stellt ein innovatives (auf Open Source CMS Joomla! gestütztes) Startpaket für öffentliche Bibliotheken dar, das stark auf die Zugänglichkeit der Internetseiten (accessibility) fokussiert ist. Mit Hilfe des Startpakets können die Bibliotheken ein fertiges Internetportal freischalten, das dem Standard WCAG 2.0 (Web Content Accessibility Guidelines) sowie dem Nützlichkeitsstandard (usability) der Websites entspricht. Dies ist sehr wichtig vor allem hinsichtlich der Verordnung des Ministerrates vom 12. April 2012 über die Landesrahmen der Interoperabilität, die minimalen Voraussetzungen für teleinformatische Systeme (Gesetzblatt 2012, Nummer 526). Diese Verordnung verpflichtet Subjekte, die öffentliche Aufgaben umsetzen, dazu, die Websites an den in den meisten europäischen Ländern anerkannten Standard WCAG 2.0 anzupassen. Im vorliegenden Beitrag wurden die Ergebnisse der durch Experten durchgeführten Analyse der Funktionalität des Pakets JBiblioteka und dessen Zugänglichkeit erleutert. Das Hauptziel des Beitrags ist, neue Lösungen in Bezug auf die Anpassung der Websites an die Bedürfnisse von behinderten Personen darzustellen und die bibliothekarischen Kreise mit innovativen Lösungen im Bereich der Qualitätserhöhung der Bibliothekswebsites bekannt zu machen.

W artykule przestawiono zagadnienie dostosowania stron internetowych do potrzeb osób z różnymi rodzajami niepełnosprawności: sensorycznej, ruchowej, intelektualnej. Celem tekstu jest prezentacja rozwiązań, jakie są wdrażane w celu likwidacji barier w dostępie do sieci. W tekście wykorzystano materiały z konferencji „Dostępność Polska 2014”, współorganizowanej przez Stowarzyszenie Przyjaciół Integracji, która podsumowała prowadzony we współpracy z Państwowym Funduszem Rehabilitacji Osób Niepełnosprawnych (PFRON) projekt: „Wspieranie osób niepełnosprawnych w swobodnym dostępie do informacji i usług zamieszczonych w Internecie”. Specjaliści z Integracji przebadali ponad 500 serwisów internetowych instytucji publicznych, a 300 z nich aktywnie wspierali we wdrażaniu dostępności. W e-szkoleniach i warsztatach, realizowanych w ramach projektu, wzięło udział ponad 700 osób, które na co dzień odpowiedzialne są za serwisy tych instytucji.

The article presents the issue of adapting websites to the needs of persons with different types of disability: sensory, physical or intellectual. The aim of the text is to present solutions that are implemented in order to eliminate barriers to the access to the network. The text uses material from the conference on „Availability of Poland 2014”, co-organized by the Friends of Integration Association, which summed up the project „Supporting persons with disabilities in the open access to information and services published on the Internet” run in cooperation with the State Fund for Rehabilitation of Disabled Persons (PFRON). Specialists from the Integration studied more than 500 websites of public institutions, and supported actively 300 of them in the implementation of accessibility. More than 700 people responsible for the services of these institutions, took part in e-learning courses and workshops every day, that were realized within the project.

Projektowanie dostępnych serwisów internetowych nierozerwalnie łączy się z poznaniem specyfikacji WCAG 2.0. Jest to dokument obszerny, trudny w odbiorze i dosyć hermetyczny, a jednocześnie bardzo logicznie zbudowany. W jego strukturze zawiera się wiedza o sposobach interakcji osób z różnymi niepełnosprawnościami z informacją i interfejsami. Artykuł przybliża czytelnika do zrozumienia potrzeb niepełnosprawnych odbiorców i sposób myślenia o dostępnej informacji.

Designing accessible websites is inseparable from the knowledge of WCAG 2.0 specification. It is a comprehensive document, difficult to receipt and quite hermetic, yet very logically constructed. Its structure contains knowledge about how people with different disabilities interact with information and interfaces. The article introduces the reader to understanding the needs of the disabled receivers and a way of thinking about the available information.

In the project INFODORADCA+ promotion of products include extensive spectrum of activities. The social media campaigne is the main point of the promotion. The campaign will last until the end of the project (06/30/2019). The posts on Facebook and LinkedIn apeears regularly. These posts inform i.a. about descriptions of the professions and promotional activities. Among others promotional activities there are 50 short films about occupations, which will appear on YouTube channel and also link to Facebook and LinkedIn. Important initiative are webinars, which has an educational function for potential future users of the descriptions of the occupations

The paper presents the situation and perspectives for development of e-government in Podkarpackie voivodship. In empirical studies, some aspects of e-government functioning of local self- -government entities are rated. Providing of documents for geodetic and cartographic services are investigated as well as adapting of local self-government entities websites to international standards. The results show that the level of implementation of geodetic and cartographic e-services in Podkarpackie voivodship is varied. Most of the Internet portals do not satisfy the WCAG 2.0 standard and their its quality is disappointing.

W pracy przedstawiono stan i perspektywy rozwoju e-administracji publicznej województwa podkarpackiego. W badaniach empirycznych oceniono wybrane aspekty funkcjonowania e-administracji jednostek samorządu terytorialnego. Zbadano stan udostępniania dokumentów i usług geodezyjnych i kartograficznych oraz dostosowanie stron internetowych jednostek samorządowych województwa podkarpackiego do międzynarodowych standardów. Wyniki badań pokazują, że w województwie podkarpackim jednostki samorządu terytorialnego wykazują zróżnicowany poziom realizacji e-usług w zakresie geodezji i kartografii. Większość portali internetowych nie spełnia standardu WCAG 2.0, a jego jakość jest niewystarczająca.
