The aim of this paper is to identify demographic factors that influence revenue autonomy in the municipalities located in rural areas of the Warmian-Masurian Voivodeship in Poland. The first and the second sections contain a review of the literature analyzing the phenomena related to the economic aspects of revenue autonomy and its potential demographic determinants. The subsequent empirical section demonstrates that revenue autonomy of the municipalities was highly associated with two indicators of population ageing and net migration. These findings support the results of previous studies, as well as theory presented in the literature review.

In the years 2014–2015 there was a conflict in the town of Pieniężno lying on the borderland between Poland and Russia, i.e. the exclave of Kaliningrad over a monument of a Red Army general Ivan Chernyakhovsky (otherwise: Cherniakhovsky). Eventually, the bust of the general was dismantled on the 17th of September 2015. By that time it had been illegally divested of inscriptions and devastated. The scale of the dispute over the symbolic domain was not only local and regional, but also international (Polish-Russian, Ukrainian, German and Jewish/Israeli).

The aim of the article is to present the role of Polish minority school in interwar period in East Prussia (a part of Germany) in the life of the local population. Sociological field research conducted in two Warmian villages (Purda and Leszno) in the years 1948, 1983, 2005–2006, and 2016 has shown that Polish minority school was and still is an important element of Warmian identity of place.

Analyses of nationwide business cycles provide information on the length, course and phase of a current cycle. However, the nationwide cycle is not always convergent with the economic situation of individual regions. Discrepancies in this regard are often described in the literature. In this paper, we presented an analysis of the economic situation of Warmian-Masurian Voivodeship from 2008 to the 3rd quarter of 2010 in the context of the recent turbulence of the global and Polish economies. What is more, we evaluated the usefulness of multi-dimensional comparative analysis methods to assess the condition of the business cycle in Warmia and Mazury. We verified the view of Michael P. Niemira and Philip A. Klein (1994) concerning the relationship between regional development level and business cycle fluctuation vulnerability. Finally, we showed that less developed and less economically diversified regions are more prone to economic fluctuations.

Analiza koniunktury ekonomicznej w skali kraju dostarcza informacji na temat długości, przebiegu i fazy cyklu, w której znajduje się gospodarka. Jednak sytuacja w kraju nie musi być zbieżna z kondycją gospodarczą poszczególnych regionów. Na rozbieżności w tym zakresie wskazuje się w literaturze przedmiotu. W artykule zaprezentowano analizę sytuacji gospodarczej w województwie warmińsko-mazurskim od początku 2008 r. do III kwartału 2010 r., uwzględniając występujące ostatnio zaburzenia w światowej i polskiej gospodarce. Ponadto rozważono na przykładzie Warmii i Mazur przydatność metod wielowymiarowej analizy porównawczej do oceny koniunktury gospodarki regionalnej. Kolejnym celem artykułu była weryfikacja poglądu Michaela P. Niemiry i Philipa A. Kleina (1994) na temat zależności między poziomem rozwoju regionu a podatnością na wahania koniunktury. Wyniki analizy potwierdzają większą wrażliwość regionów o niskim poziomie rozwoju i niewielkim zróżnicowaniu gospodarczym na zmiany koniunkturalne, które można wyrazić za pomocą mierników syntetycznych.

Цель статьи – представить деятельность трёх отделений Ассоциации украинцев Польши, охватывающих всё Варминско-Мазурское воеводство. В исследовании также изложена деятельность Ассоциации по поддержке беженцев. Основная гипотеза исследования заключается в том, что Ассоциация украинцев Польши активно занимается в Варминьско-Мазурском воеводстве, а после полномасштабного вторжения России члены Ассоциации стали чрезвычайно активно помогать как беженцам из Украины, так и украинцам, которые остались на Украине, в том числе с территории боевых действий. Основные проблемы исследования сосредоточены на следующих вопросах: Какие усилия предприняла Ассоциация украинцев в Польше для сохранения своей истории, традиций, языка и культуры? Какие мероприятия были поддержаны органами местного самоуправления, в том числе воеводскими? Как Ассоциация изменила свою деятельность после полномасштабной агрессии России против Украины 24 февраля 2022 года? Предыдущие исследования, проведенные авторами, показывают, что экономические мигранты из Украины в Варминско-Мазурском воеводстве не ощущали себя частью украинского меньшинства, проживающего в регионе. Между тем, отношения между Ассоциацией и беженцами иные.

The aim of the article is to present the activity of three branches of the Association of Ukrainians in Poland, covering the entire Warmian-Masurian Voivodeship. The study also outlines the Association’s activities supporting refugees. The main research hypothesis is that the Association of Ukrainians in Poland is actively engaged in the Warmian-Masurian Voivodeship, and following Russia’s full-scale invasion, members of the Association became extremely proactive both in helping refugees from Ukraine, as well as Ukrainians who stayed in Ukraine, including those from the territory of military operations. The core research problems focuses on the following questions: What efforts did the Association of Ukrainians in Poland undertake to maintain its history, traditions, language and culture? Which activities have been supported by local government authorities, including the Voivodeship ones? How has the Association changed its activity following the Russia’s full-scale aggression against Ukraine on February 24, 2022? Previous studies conducted by the authors demonstrate that economic migrants from Ukraine in the Warmian-Masurian Voivodeship did not perceive themselves as a part of the Ukrainian minority living in the region. Meanwhile, the relationship between the Association and the refugees is different.
