Polish Special Operations Forces (POLSOF) are one of five branches in the Polish Armed Forces. Thanks to their unique capabilities, selected personnel, and sophisticated equipment, they play a crucial role in the Polish national security system. However, the changes in international security environment, society, and technology meanthat POLSOF hasto face new challenges and to adapt to a new reality while keeping up their efficiency and being “a step ahead” with regard to new threats. In this paper, the author describes new contemporary challenges posed by the changing world and discusses what changes regarding POLSOF should be implemented to keep their effectiveness on top level.

Polish Special Operations Forces (POLSOF) are one of five branches in the Polish Armed Forces. Thanks to their unique capabilities, selected personnel, and sophisticated equipment, they play a crucial role in the Polish national security system. However, the changes in security environment mean that the services responsible for national security (i.e. the Police, Border Guard) might not be capable of coping with potential threats efficiently on their own. If this happens, POLSOF can be used to restore national security in close cooperation with other actors responsible for this area. In this paper, the author analyses legal aspects, capabilities, and possibilities of how POLSOF can be employed to deal with threats posed by terrorists in an efficient manner, and what requirements must be satisfied in order to accomplish it.

The goal of this paper is to show the place the SMU GROM holds within the national security system. It provides a few remarks related to the tasks and capabilities of the Unit in relation to the missions of the Polish armed forces. In the author’s opinion, this approach to the subject offers, in general terms, possibly the clearest picture of how important the SMU GROM is for the security of the state and its people, especially outside the country. The analysis has been based on source materials, subject literature, and observations conducted by the author. This approach allows to answer the key research question: what is the place of SMU GROM in the national security system of the Republic of Poland, and, in more detail, how its tasks and activities fit into the missions of the Polish Armed Forces.

Niniejszy tekst ma na celu ukazanie miejsca JW GROM w systemie bezpieczeństwa narodowego. Zawarte zostały w nim uwagi związane z zadaniami i zdolnościami posiadanymi przez Jednostkę w odniesieniu do misji sił zbrojnych RP. W ocenie autora takie podejście do tematu daje, w ogólnym ujęciu, najbardziej czytelny obraz, jak ważnym elementem dla bezpieczeństwa państwa i jego obywateli, szczególnie poza granicami kraju, jest JW GROM. Analiza została oparta na materiałach źródłowych, literaturze przedmiotu oraz obserwacji prowadzonej przez autora. Pozwoliło to odpowiedzieć na kluczowe pytanie: jakie jest miejsce JW GROM w systemie bezpieczeństwa narodowego RP? Szczegółowo zaś – jak jej zadania i działania wpisują się w misję Sił Zbrojnych RP.

The paper looks at the origins of the Polish Special Operations Forces (SOF). It highlights the beginnings of Polish special units: from Poland’s gaining independence in 1918, through World War II, the Polish People’s Republic, until the present days. The underlying goal of the paper is to describe SOF in times of the Polish political transformation. The paper focuses on the reform of the Polish Armed Forces Command and Control System, launched in 2014. According to several consistent opinions, the reform had a direct impact on the current structure of the SOF and gave rise to several uncertainties, doubts and problems that occur in this kind of armed forces. The paper highlights the fact that despite a number of difficulties arising from structural reorganisations and changes in subordination, the SOF have consistently maintained their operational capabilities. As far as of special operations, the Polish SOF are perceived as one of the leaders in NATO.

Artykuł poświęcony jest genezie i kształtowaniu się Wojsk Specjalnych Sił Zbrojnych Rzeczypospolitej Polskiej. Przedstawia rodowód polskich jednostek specjalnych, ich formowanie się od momentu odzyskania przez Polskę niepodległości w 1918 r., przez II wojnę światową, okres PRL-u, aż po współczesną strukturę tej formacji. Znaczna część tekstu poświęcona jest Wojskom Specjalnym (WS) w okresie transformacji ustrojowej, zmianom, które nastąpiły po 1989 r., konsolidacji jednostek specjalnych i drodze do tworzenia się Wojsk Specjalnych jako samodzielnego rodzaju sił zbrojnych. Artykuł porusza również kwestię wprowadzonej w 2014 r. reformy systemu kierowania i dowodzenia Siłami Zbrojnymi RP, jej wpływu na przemiany oraz obecny kształt WS. Zawiera treści związane z oceną tej reformy przez kierowniczą kadrę i dowódców jednostek specjalnych, a także ich zabiegi prowadzące do zmian zapisów reformy oraz ujednolicenia wprowadzonej przez nią struktury dowodzenia WS. W artykule podkreślono fakt, że pomimo szeregu trudności wynikających z reorganizacji struktur czy zmian podległości, WS konsekwentnie utrzymywały i utrzymują swe zdolności operacyjne, realizują powierzone zadania wynikające z misji Sił Zbrojnych RP, a zdobyte doświadczenia i aktywna współpraca z krajami partnerskimi sprawiły, że polskie WS postrzegane są jako jeden z liderów w zakresie operacji specjalnych w NATO.

The aim of this article is to analyse the impact of a fear of new threats in the field of security for the development of the Polish Special Forces and the Territorial Defence Forces. The study was conducted in a chronological order taking into account the changes still taking place in the armed forces of the Republic of Poland. The article indicates the main results achieved in the development of both formations and brought by fear and threat. It also points out to the challenges still faced by Special Forces and the Territorial Defence Forces. It has been assumed that the threats of the last 20 years, causing a sense of fear among individuals and entire societies, prompted the Polish Government to make decisions regarding detailed development plans for two types of armed forces – Special Forces and the Territorial Defence Forces. The analysis was based on the available sources and literature on the subject, as well as participant observation.

Celem artykułu jest analiza wpływu strachu przed nowymi zagrożeniami w dziedzinie bezpieczeństwa na rozwój polskich Wojsk Specjalnych oraz Wojsk Obrony Terytorialnej. Została ona przeprowadzona chronologicznie z uwzględnieniem zmian, jakie zachodzą w Siłach Zbrojnych RP. W artykule wskazano zasadnicze efekty osiągnięte w rozwoju obydwu formacji, a które zostały wywołane w odpowiedzi na strach i poczucie zagrożenia. Wspomina się również o wyzwaniach, jakie ciągle stoją przed Wojskami Specjalnymi i Wojskami Obrony Terytorialnej. Przyjęto, że pojawiające się w ostatnich 20 latach zagrożenia wywołujące uczucie strachu wśród jednostek i całych społeczeństw spowodowały podjęcie przez polski rząd decyzji dotyczących szczególnego rozwoju dwóch rodzajów sił zbrojnych – Wojsk Specjalnych i Wojsk Obrony terytorialnej. Analizy dokonano w oparciu o dostępne źródła i literaturę przedmiotu oraz obserwację uczestniczącą.

The article is an attempt to indicate the role that can be played by the Special Operations Forces operating in post-conflict areas. The specificity of this kind of forces imposes a different definition of the area understood as a post-conflict area. Special Operations Forces appear in the theater of war far before the appearance of the visible symptoms of conflict and they are usually the last ones to leave the place. The text is a synthesis of a few available materials, available knowledge (unclassified solely) and the author’s own comments on the tasks facing the Special Operations Forces in the course of conducting operations in the described, specifically dedicated environment.

W artykule podjęto próbę przedstawienia roli, jaką odegrać mogą siły specjalne operujące na obszarach pokonfliktowych. Specyfika tego rodzaju sił narzuca odmienne definiowanie takiego obszaru. Wojska Specjalne pojawiają się bowiem na teatrze działań dużo wcześniej, przed wystąpieniem widocznych symptomów konfliktu, i opuszczają go zazwyczaj jako ostatnie. Tekst jest syntezą dostępnych nielicznych materiałów, dostępnej wiedzy (wyłącznie jawnej) oraz uwag własnych autora co do zadań stojących przed Wojskami Specjalnymi w ramach prowadzenia operacji w opisywanym specyficznym środowisku.

The article elaborates on the current research problem. Subject matter of changes and their effects is often taken by researchers, especially by the military. One of the areas in which the consequences of the reformers’ actions are most visible is the Special Forces. The author tries to show changes that have been made, and how they influenced the structure and functioning of this type of armed forces. By critical analysis he points out numerous disadvantages of the approved solutions. He also suggests changes that would allow to restore the efficiency of the system of Special Forces in Poland. The author treats the above as a starting point in a discussion and a way to develop optimal solutions that take Polish circumstances into consideration. The text is based on analysed source materials, as well as accompanying assessments and conclusions.

Artykuł podejmuje aktualny problem badawczy. Temat zmian i wynikających z ich skutków podejmowany jest przez badaczy, szczególnie wojskowych. Jednym z obszarów, w których konsekwencje poczynań reformatorów są najbardziej widoczne, są Wojska Specjalne. Autor stara się pokazać, jakie zmiany wprowadzono i jak wpłynęły na kształt i funkcjonowanie tego rodzaju sił zbrojnych. Dokonuje analizy krytycznej, wskazując na liczne wady przyjętych rozwiązań. Proponuje także zmiany, które pozwoliłyby na przywrócenie sprawności systemu Wojsk Specjalnych w Polsce. Traktując to jako przyczynek do dyskusji i wypracowania optymalnych rozwiązań uwzględniających polskie uwarunkowania. Tekst bazuje na materiałach źródłowych poddanych analizie i towarzyszących im ocenach i wnioskach.

The article is the part of a bigger work on special units. Information on military conflicts and the history of the Special Military Forces in Poland have been presented in its first part. Then the reasons of establishment of the Special Military Forces as a separate kind of the Polish Army were given. Further on, the topic of command and control was described, including the reform by the Ministry of Defence regarding the changes in the command of the Special Military Forces. Additionally, the schemes presenting the organization of the Special Military Forces and their position within the Polish Army. The structure of command in the Special Military Forces has been changing over the last few years, and in 2013, 2014 and 2015 in particular. The stability of the process connected to the reform of the command came to an end only in 2018. The article describes also the terms of the force user and provider as the most important elements connected to the command and organization in special units.
