The paper focuses on the challenge of assessment and evaluation of SME and entrepreneurship programmes. The first section of the paper aims to explain how a particular policy programme should be investigated and how to measure the additional benefits brought by the programme (additionality). In particularly, the "six steps to heaven" assessment of evaluation quality was described. The second section of the paper presents results of empirical research concerning evaluation of SME and entrepreneurship programmes and measurement of additionality. Studies have reported mixed results. The impact of programmes on firm performance is not always obvious, automatic or rapid. It was concluded that, inter alia, entrepreneurs and SMEs are very diverse and programmes should be sensitive to this in order to improve their effectiveness.

The business environment institutions may influence the development of regions. They provide services that encourage establishing and developing enterprises. We have to deal with the correlation in two directions, the development of a region depends on the quality of business environment institutions, and business environment institutions are dependent on the level and dynamics of the growth in the region which determine demand for business support services. The main purpose of this article was to evaluate activities of business environment institutions aimed at attracting and keeping foreign direct investment (FDI) in the Lodz region. With limited organizational and financial possibilities of public administration, business environment institutions may play an important part in attracting and keeping FDI in the region. They may also act as a liaison between the local government and entrepreneurs as well as perform some tasks that are not, for different reasons, performed by public administration.

Specyfika, zakres i złożoność usług doradczych powinna być każdorazowo dopasowana do skali działalności organizacji, dla której są świadczone. Usługi doradcze znajdują zainteresowanie wszędzie tam, gdzie dostrzega się wpływ rzetelnej wiedzy i doświadczenia na powodzenie firmy lub tam, gdzie dostrzega się problemy, które trudno rozwiązać pracownikom firmy (tak z powodu braku czasu, jak i braku kompetencji). Coraz bardziej zaawansowana technika oraz powszechny rozwój nauki (w tym metod zarządzania, marketingu czy podejścia do kierowania pracownikami w organizacji) są istotnymi czynnikami przemawiającymi za potrzebą skorzystania z zewnętrznych usług doradczych. Doradca biznesowy wspomagający definiowanie strategicznych kierunków rozwoju i wykorzystania, np. nowych technologii w zarządzaniu firmą, powinien dysponować warsztatem pozwalającym na wpieranie kreatywności pracowników i rozwijanie innowacyjności organizacji.(abstrakt oryginalny)

The specificity of the scope and complexity of consulting services should always be tailored to the scale of the organization for which they are provided. Consulting are interested wherever recognizes the impact sound knowledge and experience to the success of the company or where it sees problems that are difficult to solve the company's employees (because of the lack of time and lack of competence). Increasingly sophisticated technology and general science (including management methods, marketing or approach to management employees in the organization) are important factors that appeal for the need to use external consulting services. Business advisor supports defining strategic directions of development and use, eg. New technologies in the management of the company should have a workshop allowing for supporting creativity of staff and development of innovative organizations.(original abstract)

According to the theory of economic growth, research and development activity is one of the main sources of growth. At the same time spending on research and development incurred by companies can be considered as a specific form of investment. The article presents an analysis of the basic features of investment in research and development activities conducted by companies. In particular, such characteristics as the period of investment, the level of a return rate, and risk level were examined. (original abstract)

Tekst jest próbą krytycznej analizy możliwości i zasadności budowy systemu wsparcia ekonomii społecznej. Autorka dokonuje prezentacji małopolskiego podejścia do przedmiotowej kwestii. Rodzący się oddolnie w tym regionie system wsparcia podmiotów ekonomii społecznej jest w skali kraju pomysłem oryginalnym i nowatorskim, gdyż przychodzi z pomocą przedsiębiorcom społecznym działającym na regionalnym rynku, nie czekając na ostateczną ocenę rozwiązań krajowych, które choć tworzone pod auspicjami projektu pod nazwą "Zintegrowany System Wsparcia Ekonomii Społecznej", realizowanego w ramach Programu Operacyjnego Kapitał Ludzki, Priorytet I Zatrudnienie i integracja społeczna, Działanie 1.2 Wsparcie systemowe instytucji promocji i integracji społecznej, nie osiągnęły jeszcze fazy gotowości do implementacji w całym kraju. W artykule przeprowadzono analizę założeń, które legły u podstaw decyzji o tworzeniu małopolskiego systemu wsparcia ekonomii społecznej, będących emanacją sposobu na zaspokojenie realnych potrzeb tego sektora. Sama inicjatywa jest ważnym, naprawdę niezbędnym krokiem na drodze do urzeczywistnienia rozwoju gospodarki społecznej w wymiarze regionalnym. (abstrakt oryginalny)

The article attempts to critically analyse the possibilities and legitimacy in the development of a system to support social economy in Malopolska. The grassroots approach to supporting social economy entities in the region is an original and innovative idea in that it aids businesses operating in this sector in the regional market irrespective of the final evaluation of nationwide solutions - although the latter were developed as part of the project titled "An Integrated System for Supporting Social Economy" under the Human Capital Operational Programme, Priority I: Employment and Social Integration, Measure 1.2 System-wide Support to institutions of promotion and social integration - they are not yet ready for implementation throughout the country. The author surveys the foundations on which the decision to develop the Malopolska system for the support of social economy was based in response to actual needs of this sector. The initiative constitutes an important and indispensable step on the way towards strengthening the development of social economy in the region. (original abstract)
