W artykule podjęto problematykę możliwości wdrożenia orientacji procesowej do zarządzania publicznym łańcuchem dostaw. Wskazano na znaczenie uwarunkowań polityczno-prawnych, wyznaczających system celów i tworzących ramy realizacji zadań publicznych. Pokazano, że istotne znaczenie ma identyfikacja procesów podstawowych i wspomagających oraz koordynacja styków w łańcuchu tworzenia wartości publicznej. Podkreślono wagę wyznaczania jednostek odpowiedzialnych za realizację procesu, zwłaszcza w kontekście mnogości podmiotów, w tym prywatnych, realizujących świadczenia publiczne.

The article discusses possibility of implementation of the process orientation to the public supply chain management. The importance of political and legal conditions that set the system objectives and a framework of public tasks is pointed out. It is also shown that it is essential to identify the primary and supporting processes and coordination of contacts in the chain which creates a public value. The importance of determining who is in charge of the implementation process, particularly in the context of a multitude of stakeholders, including private, carrying out public services is emphasized.

W dalszej części skupiono się na analizie problemów, z jakimi mogą borykać się współczesne firmy energetyczne oraz na tym, czy podejście procesowe oraz technologie semantyczne mogą w danej sytuacji stanowić rozwiązanie problematycznych kwestii.

Process approach in the management of the organization with the support of semantic technology is applicable to companies from power sector. The study attempts to identify the main and supporting processes in the energy companies. The second part of the study focuses on the analysis of the problems that may occur in the modern energy companies and whether the process approach and semantic technologies may provide a solution to the problematic issues.

The article presents the effects of the implementation of management sciences in the entities acting in the public sphere. Mapping of process was to improve the public procurement procedure. The creation of civil society leads to greater and more active participation of citizens in local and regional management. The current standards of providing public services based on the traditional model of administration are becoming inefficient. Consequently, methods for improving public administration should be developed. One of the methods which can be used for improving public administration is benchmarking. The aim of the paper is to present the possibilities for using process benchmarking as a tool to improve public administration in Poland.
