The following article is an attempt to point out the ways of the activation of local com-munities. Despite numerous legal measures concerning different forms of direct democracy, the citizens’ participation in local life is very low. The lack of engagement and interest in the problems of surrounding, as well as partici-pation in self-government elections, is determined by numerous factors. What is more, a reluctance of central authorities to activate the communities is noticeable.

Artykuł analizuje historyczną ewolucję pojmowania niepełnosprawności jako problemu społecznego oraz instytucjonalne formy jego rozwiązywania. Autorka porównuje modele indywidualny i społeczny niepełnosprawności oraz ich wpływ na politykę społeczną. Niepełnosprawność jest ukazana jako zjawisko złożone, odzwierciedlające cechy strukturalne społeczeństwa: właściwości systemu ekonomicznego i politycznego, typ więzi społecznych i wzory kultury. Autorka stawia tezę o konieczności zmiany paradygmatu polityki publicznej wobec niepełnosprawności w Polsce, oparcia go na modelu integrującym wymiar medyczny i społeczny, a także wskazuje na najważniejsze wyzwania z tym związane.

The article analyzes the historical evolution of the way in which disability has been perceived as a social problem, as well as the institutional forms of solving it. The author compares individual and social models of disability and their impact on social policy. Disability is presented as a complex phenomenon, reflecting structural properties of society: its economic and political system, the type of social bond and the patterns of culture. The author proposes that is s necessary to change the paradigm of public policy related to disability in Poland and to base it on a model integrating medical and social dimensions. She also indicates the main challenges related to this proposal.
