The article discusses the administrative changes concerning parish priests in the diocese of Ełk in the years 1992–2017, ie in the first 25 years of its functioning. The information gathered included nearly half a thousand names of priests and 150 parishes. The proposed changes only included parishes led by diocesan priests.

The article analyzes the State Police Act of 1919. and the regulation of the President of the Republic of Poland from 1928. These two legal acts regulated the functioning of the State Police in the interwar period. They were created in various political and social conditions as well as in different political systems of the state. It should also be remembered that there were various professional experiences at the beginning of the Second Polish Republic and in the middle of its existence. One can nevertheless state that in the interwar period we were dealing with the stabilization of the state’s legal system. However, when comparing both analyzed legal solutions, one can say that the philosophy of understanding police matters in the country has changed.

The article deals with particular features of the constitutional regulation of local self-government in the Russian Federation. The author argues that this regulation was based on somewhat outdated approach towards the mentioned institution, within the framework of which local self-government was considered to be a phenomenon opposing the state administration, and this in the final result has weakened its positions and determined sufficiently low efficiency of the whole local administrative system. The general model of local self-government fixed at the federal level was not perceived in full in a number of Federation subjects, and the lack of adequate financial guarantees of local self-government determined nearly general shortage of financial resources necessary for proper fulfillment of local self-government’s functions. Local authorities’ independence proclaimed in the conditions of the chronic lack of money often only helped to discredit the idea of local self-government in the eyes of the population. Certain shortcomings of constitutional regulation in the field of local self-government have been slightly corrected by the current legislation as well as by some decisions of the Constitutional Court of the Russian Federation. Nevertheless in the conditions of present centralization of the Russian political system and the strengthening of authoritarian tendencies within its framework local self-government finds it increasingly difficult to preserve its identity as an independent level of administration.

Przedłożony tom «Studiów Politologicznych» poświęcony jest problematyce policyjnej w ujęciu historycznym. W ciągu kilku ostatnich lat przypadały „okrągłe” rocznice istotnych wydarzeń w dziejach polskich służb policyjnych. Jeszcze w czasie trwania I wojny światowej w 1915 r., gdy na ziemiach byłego Królestwa Polskiego ustępowały wojska carskie, aktywistyczne ugrupowania polityczne zaczęły tworzyć instytucje obywatelskie, w tym organizacje paramilitarne o charakterze policyjnym w postaci straży obywatelskich. Spotkały się one z pozytywnym odzewem miejscowego społeczeństwa. W samej Warszawie chęć służby w tych organizacjach zgłosiło przeszło 10 tysięcy osób (na marginesie, obecnie tylu policjantów pełni służbę na terenie miasta stołecznego Warszawy). Dzięki doświadczeniom i dorobkowi tych formacji udało się w sposób wystarczający zapewnić bezpieczeństwo i porządek publiczny na terenach objętych okupacją wojsk państw centralnych. Wielu członków Straży Obywatelskich, a później Milicji Miejskich odgrywało bardzo ważną rolę w tworzeniu niepodległych służb policyjnych. Wśród nich należy wymienić Mariana Borzęckiego, przyszłego komendanta głównego Policji Państwowej. W okresie międzywojennym uważano rok 1915 jako istotną datę w powstawaniu własnych, niezależnych od zaborców instytucji porządkowych, dlatego też zorganizowano w 1925 r. obchody dziesięciolecia polskiej „służby bezpieczeństwa”.

The state’s policy concerning disability encompasses, among others, the issue of care benefits for persons taking care of disabled persons. The legal regulations and the practice of administrative bodies should be guided by far-sighted understanding of the society’s needs.
