The aim of this paper is to show the case of providing administration as one of the most important aspects of public administration. The aim of providing administration is to take care of people’s needs connected with education, healthcare, social assistance, culture assistance, municipal infrastructure, sport, tourism, communication and housing. What is often emphasized in the literature, accommodation is a good that is not only very expensive to obtain, but also essential for satisfying basic needs of every person. That is the reason why providing administration should take care of these needs.

Szadek, one of the oldest towns in the Łódź region, grew on the crossing of mediaeval routes connecting such cities as Piotrków, Uniejów, Łęczyca and Sieradz. Such location, strategic in terms of communication links, was favourable to Szadek’s development and contributed to the strengthening of its role as an urban settlement performing central functions for the surrounding areas, particularly with regard to administration of territorial (the seat of local government of various levels), judicial and ecclesiastical affairs. There is evidence suggesting that as far back as the 12th century Szadek was functioning as a local administrative and economic centre. In the following centuries it became a major settlement unit providing diverse important functions to the whole district. Today Szadek is a small town which retained only a few of these functions, but nevertheless they reflect its former status on the map of the region. The broad range of services provided by Szadek indicates that it was perceived as a special place in the settlement network. Its changing role and importance as regards the functions performed the historical events which mostly had negative consequences for the town, conducing to its diminished importance on the administrative map of the region and the country.

The paper considers the problem of the manager’s personality institution of the 1917-1935 years. The changes in priorities and social values that Ukraine is experiencing now cause reform of all state institutions. In particular this applies to schools that are agents of social ideas, who implement social cultural and educational needs. In ensuring the effective functioning of the educational institution in modern social and economic conditions of a particular duty is arranged by his manager. Hence the significance of today is the problem of the individual school principal, his managerial skills. In the search for solutions to this problem the positive historical experience, achievements which can be an important factor in improving the functioning of the institution as a whole and improve the management of its leader in particular should not be rejected. The results of the analysis of regulatory base concerning management of educational institutions are stated («The situation about uniform labor school RSFSR», «The basic principles of uniform labor school», «The charter of uniform labor school», «The situation about the organization of pupils at schools ІІ steps», «The situation about management of teaching and educational institutions»).On the basis of this analysis the functions of the principal (the management, control, planning, organization, instructing) are allocated. As a result of generalization of the pedagogical sources the requirements to the identity of the director of educational institution are defined. The influence of the political works by V. I. Lenin on views of public figures and scientists of the studied period is shown. The essence of the concept of the head of a communistic type as an ideal of the teacher-manager of the Soviet school is described; the characteristic of his qualities is given. The opinion of the most famous figures of education of 1917-1935 years such as Ya. N. Ryappo, M. M. Iordansky, N. K. Krupskaya is taken into account. The questions of management of educational institution, the problem of the personality of its leader are revealed. The role and importance of pedagogical works by A. M. Makarenko in the development of the theory and practice of management education institution is defined. The summary of the provisions of its pedagogical system in relation to the characteristics of management teaching staff of the institution is presented. The attention is focused on an originality of pedagogical thought of the studied period as consequences of impact on the communistic ideology.

Funkcje administracji są szczególnego rodzaju systemem, który ma spełniać kreatywną rolę w ramach stosunków społecznych. Zmiana spojrzenia na funkcje państwa sprawiła, że zamówienia publiczne mogą pełnić różne funkcje. Analizując normy prawne, orzecznictwo oraz zalecenia KE, można wskazać następujące funkcje zamówień publicznych: ekonomiczną (zamówienia służą racjonalnemu i efektywnemu wydatkowaniu środków publicznych), społeczną (zamówienia służą realizacji celów społecznych – tzw. zamówienia społeczne – oraz kształtują społeczeństwo obywatelskie), proekologiczną (zamówienia służą realizacji celów ekologicznych), innowacyjną (zamówienia służą realizacji celów proinnowacyjnych, zwłaszcza zamówienia przedkomercyjne). Zamówienia publiczne realizują cel optymalnego wydatkowania środków publicznych. Aby tak się stało, administracja winna działać jak „inteligentny klient”, wykorzystując różne funkcje zamówień publicznych.

Administrative functions make up a particular type of system that fulfills a creative role with regard to social relations. The changing perspective on the functions of the state has meant that public procurement can perform a variety of functions. Analysis of legal standards, jurisprudence, and European Commission recommendations shows that the following public procurement functions are performed: economic functions – orders are rational and public funds are used efficiently; social functions – serve to realise social objectives, shape the social order and civic society; eco-friendly functions – are used to achieve environmental goals; innovation functions – serve pro-innovation objectives (especially pre-commercial procurement). The main goal of public procurement is to optimally use public funds. To make that happen, the administration should act as a „smart client” and use a variety of public procurement functions.
