Artykuł jest poświęcony problematyce odwołania w administracyjnych postępowaniach pozakodeksowych. Głównym kierunkiem rozważań są odmienności uregulowań wobec regulacji Kodeksu postępowania administracyjnego. Autorka zwraca uwagę przede wszystkim na nadmierną liczbę dodatkowych regulacji pozakodeksowych zbędnie rozszerzających wymogi formalne odwołania lub zmieniające termin do wniesienia i rozpatrzenia tego środka. Analiza problematyki związanej z głównym środkiem prawnym występującym w postępowaniu administracyjnym została przedstawiona w kontekście standardów demokratycznego państwa prawa oraz idei ochrony praw jednostki i dobra wspólnego.

The article is devoted to the issue of appeals within the administrative non-code proceedings. The main considerations concern the differences of regulations in the face of the regulations of the Code. First of all, there have been too many additional noncode regulations which unnecessarily expand the formal requirements for the appeal or change the deadline for handing it in and its eventual consideration. The analysis of the issue related to the main legal procedure, which exists in the administrative proceedings, has been presented in the context of the standards of a democratic country of law and within the idea of protection of individual rights and common good.
