The study recalls an unknown statement by Maurycy Jaroszyński from the time of the war, containing an analysis of the government of 1926–1939. This opinion is critical, and its justification shows the incompatibility of the then legal system of the state with the processes of actual governing and administration at the time. The formulated assessments are accurate and competent due to their authorship — a professor of law and a pro-state and self-government activist. The systemic thought contained there can be considered timeless. It is also valid in current conditions. It should be a contribution to a deeper reflection on the affairs of the state system and administration.

Management information is the basis for decision making. The essential meaning of the management information is noticed in the administrative systems, through the analysis of the character and usefulness of the management information, as legal information that is published in the form of internal and external legal acts. Specification of the legal acts, connected with the activities of the administrative unit, requires undertaking of certain methodology of the conduct. Process approach, based on the specification of the processes realized in the administrative unit and related legal acts, is suggested. Case study related to a faculty at the University is an example of the use of presented proposal.

The article offers editio princeps of a Greek epitaph discovered during the archaeological work of the Canadian Mission in Hambukol, a locality situated on the right-hand bank of the Nile, several kilometres to the north of Dongola, the capital of the Christian Nubian Kingdom of Makuria. The epitaph, constructed with the prayer ‘God of spirits and all flesh’, is dated to the ninth century on contextual and palaeographic grounds. It commemorates a certain Merki, who, according to the text, followed a splendid career in the state apparatus, which led from notarios to protodomestikos, i.e. the head of the royal office dealing with agriculture and fiscal matters.

The article is devoted to public levies connected with the use of public roads and the road traffic in the democratic system of reborn Poland (i.e. after regaining independence). Problems connected with public roads (first of all financing of building and maintaining the roads) as the elements of politics of democratic Poland in range of its economic restoration in the capitalist economic system after many years of annexation are described in the article. During that period the state collected different charges and other levies from participants of the road traffic and other subjects using public roads in different ways (e.g. industrial companies located by the roads, which use the roads in other way than normal users, that means they often transport heavy things by big vehicles). Takings from the levies were allocated for building and maintenance of public roads. The most important kinds of levies are shown and discussed in the article. An assessment of the politics of Poland in the field of road infrastructure during the first years after regaining independence is also conducted in the article.
