Głównym celem prawnej instytucji przysposobienia jest ochrona dobra dziecka oraz realizacja jego prawa do wychowania się w rodzinie. Okazuje się jednak, że regulacje w tym zakresie są niewystarczające i pozwalają na organizowanie nielegalnej adopcji. Ustawodawca wielokrotnie, poprzez wprowadzanie zmian legislacyjnych, podejmował próby eliminacji tego zjawiska. Ostatnią z nich było sformalizowanie adopcji ze wskazaniem, w celu ograniczenia „podziemia adopcyjnego”.

The main purpose of the legal institution of adoption is to protect the interests of the child and to realize the right to education in the family. It turns out, however, that regulations in this area are insufficient and allow illegal adoption. The legislator has repeatedly attempted to eliminate this phenomenon by introducing legislative changes. The last such a change was to formalize targeted adoption in order to reduce “underground adoption.”
