International aviation organizations require Poland to define the so-called acceptable level of safety for traffic accidents. To calculate this, one requires statistical data on accidents. These, however, in recent years did not occur, or the size of the sample is insufficient. In the paper a method for predicting the number of accidents on the basis of information on air incidents is mentioned. This method can be efficient and effective if any regular relation between the air traffic accident and serious incident exists. In the paper a way to find this relation is proposed, by analyzing the relevant simulation models of serious incidents and accidents. For this purpose Petri nets were used.

W systemie prawa lotniczego UE problematyka zarządzania ruchem lotniczym (ATM) i zapewniania służb żeglugi powietrznej (ANS) ujęta jest w rozporządzeniach dotyczących jednolitej europejskiej przestrzeni powietrznej (SES) oraz powiązanych z nimi przepisach dotyczących funkcjonowania Europejskiej Agencji Bezpieczeństwa Lotniczego (EASA). W artykule zaprezentowano przegląd wybranych regulacji dotyczących operacyjnych i ekonomicznych aspektów działalności służb ATM/ANS w przestrzeni powietrznej państw członkowskich UE i państw uczestniczących w programie SES.

In aviation law of the EU, the issue of air traffic management (ATM) and air navigation services (ANS) are included in regulations relating to the Single European Sky (SES) and those concerning the operation of the European Aviation Safety Agency (EASA). This article presents a review of selected operating regulations and economic aspects of the activities of the ATM/ANS service providers in the airspace of EU Member States and countries participating in the SES programme.
