Artykuł stanowi próbę prezentacji zmian dotyczących unijnego systemu ochrony praw podstawowych po wejściu w życie TL. Zgodnie z jego postanowieniami wskazany system obejmuje dwa poziomy. Pierwszy, który kształtował od 1969 do dnia wejścia w życie TL, opiera się na KPP oraz ochronie praw podstawowych jako zasadach ogólnych prawa unijnego. Drugi odwo- łuje się do dorobku Rady Europy. Wskazano podstawy przystąpienia oraz najważniejsze, zdaniem autorki, rozwiązania umowy akcesyjnej.

!is article attempts to presentation changes in system of protection of fundamental rights in EU a"er the entry into force of the TL. Under its provisions, indicated system includes two levels. !e #rst, which ranged from 1969 to the date of entry into force of the TL. It is based on the Charter of Fundamental Rights and the protection of fundamental rights as general principles of EU law. !e second refers to the achievements of the Council of Europe. Discussed the base of accession and the most important, according to the author, provisions of the accession agreement.
