The subject of the work is the analysis of the principles for determining the basis for calculating contributions for pension and disability pension insurance for persons on a leave of absence related to parenthood. The analysis covers not only the matter of being subject to insurance while exercising parenthood rights and entitlements, but also the period of leave itself. An important advantage of the work is also the reference to the practical aspects relating to maternity leave benefits.

Przedmiotem pracy jest analiza zasad ustalania podstawy wymiaru składek na ubezpieczenia emerytalne i rentowe osób przebywających na urlopach w związku z rodzicielstwem. Analizie poddano nie tylko kwestię podlegania ubezpieczeniom w okresie korzystania z uprawnień związanych z rodzicielstwem, lecz także same urlopy. Istotnym walorem pracy jest odniesienie do praktycznych aspektów wykorzystania tych urlopów.

Family benefits are aimed at providing financial support to families with dependent children. The Polish legislator is aware that the birth of a child into a family is a great revolution for the parents, who will have to face the challenge of upbringing and providing the child with decent living conditions. The author of the article has drawn attention to the state’s constitutional duty of helping families and to the elaboration of that duty in the Family Benefits Act. In particular, she has analysed one-time childbirth allowance, childbirth supplement to the family benefit, and one-time municipality childbirth allowance. All these benefits have a one-time character, being paid only once and for one child only. By granting financial help to families on the occasion of childbirth, the legislator shows concern for the family that is in a new situation, but this is only one-time support.

Świadczenia rodzinne mają na celu wsparcie finansowe rodzin z dziećmi na utrzymaniu. Polski ustawodawca ma świadomość, że narodziny dziecka w rodzinie to wielka rewolucja dla rodziców, którzy będą musieli zmierzyć się z wyzwaniem wychowania i zapewnienia dziecku godnych warunków życia. Autorka artykułu zwróciła uwagę na konstytucyjny obowiązek państwa pomocy rodzinie oraz na doprecyzowanie tego obowiązku w ustawie o świadczeniach rodzinnych. W szczególności dokonała analizy jednorazowego zasiłku z tytułu urodzenia dziecka, dodatku do świadczenia rodzinnego z tytułu urodzenia dziecka oraz jednorazowego zasiłku z tytułu urodzenia się dziecka w gminie. Wszystkie te świadczenia mają charakter jednorazowy, są wypłacane tylko raz i tylko na jedno dziecko. Udzielając pomocy finansowej rodzinom z okazji narodzin dziecka, ustawodawca okazuje troskę o rodzinę znajdującą się w nowej sytuacji, ale jest to pomoc jednorazowa.
